Mounds View City Council March 23, 2026 <br />Regular Meeting Page 4 <br /> <br />MOTION/SECOND: Meehlhause/Clark. To Waive the Reading and Adopt Resolution 10223, <br />Exercising the City’s Authority to Opt-in to, and Support, the Ramsey County Economic <br />Development Agency (EDA). <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />F. PUBLIC HEARING: Introduction and First Reading of Ordinance 1061, <br />Amending the Mounds View City Code, Title III: Administration, 33 Related <br />to the Parks, Recreation and Forestry Commission. <br /> <br />Public Works/Parks and Recreation Director Peterson requested the Council introduce an <br />ordinance related to the Parks, Recreation and Forestry Commission noting the proposed ordinance <br />changes the membership number. He reviewed the proposed ordinance in further detail and <br />requested the Council hold the first reading. <br /> <br />Mayor Lindstrom opened the public hearing at 6:21 p.m. <br /> <br />Hearing no public input, Mayor Lindstrom closed the public hearing at 6:21 p.m. <br /> <br />MOTION/SECOND: Meehlhause/Smith. To Waive the First Reading and Introduce Ordinance <br />1061, Amending the Mounds View City Code, Title III: Administration, 33 Related to the Parks, <br />Recreation and Forestry Commission. <br /> <br />Council Member Meehlhause stated this was not the first time the Council has changed a <br />Commission from seven members to nine. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />G. Resolution 10225, Approve Change Order and Authorize Final Payment for <br />the Public Works Office Remodel. <br /> <br />Public Works/Parks and Recreation Director Peterson requested the Council approve a change <br />order and authorize final payment for the Public Works office remodeling project. He reviewed <br />the work that occurred and requested the Council approve the final payout. <br /> <br />MOTION/SECOND: Clark/Smith. To Waive the Reading and Adopt Resolution 10225, Approve <br />Change Order and Authorize Final Payment for the Public Works Office Remodel. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br /> <br />H. Resolution 10228, Approval of Final Payment and Project Close Out for the <br />2025 Silver View Pond Improvement. <br /> <br />Public Works/Parks and Recreation Director Peterson requested the Council approve the final <br />payment and close out for the 2025 Silver View Pond Improvement project. He explained the <br />project was substantially completed in October of 2025 and noted punch list items had been
