Item No: 8G <br /> �T �,�T Meeting Date: April 27, 2026 <br /> MOUNDS VIE Type of Business: CB <br /> Administrator Review: <br /> City or Mounds View Staff Report <br /> To: Honorable Mayor and City Council <br /> From: Don Peterson, Director of Public Works/Parks and Recreation <br /> Item Title/Subject: Resolution 10247, Approving a Professional Service Agreement with WSB <br /> to begin the Park System Master Plan Educational Campaign <br /> Background: <br /> The City has relied on the Park Dedication Fund to provide the necessary funding for Park <br /> Improvements. These funds are generated by development and/or redevelopment in Mounds <br /> View. The largest contribution came from the development of the Medtronic Campus in which <br /> the funds were utilized to upgrade several playgrounds at the various parks, and constructing a <br /> new shelter building at Lambert Park. <br /> Unfortunately, there isn't developable land, and very little redevelopment in the City which <br /> resulted in minimal contributions to the Park Dedication Fund and Council has recognized the <br /> need to research other funding options. <br /> Progression in 2025: <br /> City Council approved Resolution 10129 on July 14, 2025, to adopt the Park System Master <br /> Plan. <br /> Resolution 10130 was approved to create an Advisory (sub) Committee (GOAL PARKS) for the <br /> Parks System Master Plan. The Committee would research funding options for implementing <br /> the 2040 Park System Master Plan, to include, but not limited to, a local levy, bonding (General <br /> Obligation Bonds), grants, or a local sales tax. <br /> Progression in 2026: <br /> At the March 26, 2026, Parks, Recreation and Forestry Commission Meeting, the GOAL PARKS <br /> Committee provided their recommendations for funding of the Park System Master Plan. <br /> On April 23, 2026, there was a joint City Council and Parks, Recreation and Forestry <br /> Commission meeting, to discuss the funding recommendations for the Parks System Master <br /> Plan. <br /> Community Survey: <br /> Currently, Council is reviewing survey questions for the proposed Community Survey to gauge <br /> the level of community support for various funding options. Questions are being finalized with a <br /> target date for the week of May 4 2026, to have Morris Leatherman to begin the survey. <br /> At the March 30, 2026, Work Session, Staff recommended that the City also conduct a Park <br /> System Master Plan educational campaign. This campaign would focus on informing the <br /> Mounds View property owners with Park history's, past funding information, and options for <br /> funding of the Park System Master Plan. Staff proposed that the Council hire WSB for this <br /> educational campaign, and to also hire a part-time Marketing Intern to help facilitate the <br /> education component which will also include the Community Center remodel. <br /> • The part-time Marketing Intern position was posted April 15 to close on April 28, 2026. <br /> The Mounds View Vision <br /> A Thriving Desirable Community <br />
