City Council Staff Report <br /> 5/11/2026—Final Plat and Wetland Buffer Permit <br /> 7687 Long Lake Road <br /> Page 4 <br /> Wetland Buffer Permit <br /> Chapter 159 of the city code is Wetland Zoning, which covers requirements for protection of <br /> wetlands in the city. The chapter has two types of permits: <br /> • A wetland alteration permit. This is required for any type of alteration to a wetland. <br /> • A wetland buffer permit. This is required for any sort of development within the buffer <br /> around a wetland. <br /> o Section 159.005 defines the wetland buffer as the areas abutting and within 100 <br /> feet of a wetland. <br /> The intent of the buffer is to have vegetated space between a wetland and development. If there <br /> are landscaping, impervious surfaces, or buildings that are over 1,264 SF in size proposed in a <br /> buffer area, the wetland buffer permit is to be reviewed and approved by the City Council per <br /> Section 159.008(F)(2). Portions of the applicant's development are located within 100 feet of the <br /> wetland, hence the need to apply for a wetland buffer permit. At the nearest point, the retaining <br /> wall east of the proposed driveway and parking on the site is approximately nine feet from the <br /> wetland. Based on staff review, the permit meets the requirements of the city's Wetland Zoning <br /> chapter, and can be issued by the city. <br /> Staff/ Other Agency Comments <br /> Other staff and agencies were contacted to comment; their comments are summarized below: <br /> • Engineering/Public Works <br /> o Plat <br /> ■ Change type of easement along Bronson Drive to one that allows us to <br /> install sidewalk (see attached). <br /> o Civil Plans <br /> ■ Curb removals shall be to the nearest joint. <br /> ■ Pavement patch (Bronson Drive) <br /> • Width shall be from curb to curb. <br /> • Length shall match curb replacement. <br /> • Saw cut pavement within an hour of paving to remove rounded <br /> edges. <br /> • Apply tack coat to all sides of patch. <br /> • Type SP 9.5 wearing course mixture (2,C) (SPWEA240C) <br /> • Two lifts required. <br /> ■ Contact PW for approval of removal limits (curb and pavement on Bronson <br /> Drive). <br /> • Utility profiles shall be included for the construction plans. <br /> ■ Slope arrows shall be included for the construction plans. <br /> ■ Multiple sheets with overlapping text, please adjust. <br /> • Ramsey County <br /> o No comments have been received at the time of drafting this report. <br /> • Rice Creek Watershed District <br /> o No comments have been received at the time of drafting this report. <br /> • Minnesota Department of Transportation <br /> The Mounds View Vision <br /> A Thriving Desirable Community <br />
