City Council Staff Report <br /> 5/11/2026—Final Plat and Wetland Buffer Permit <br /> 7687 Long Lake Road <br /> Page 5 <br /> o No comments. <br /> Options <br /> The City Council has the following options: <br /> 1. Approval, with findings and with or without conditions. <br /> a. The resolution in the meeting packet covers the final plat and wetland permit. <br /> 2. Denial, with findings. <br /> 3. Table the request for further review/study. <br /> Recommendations <br /> Staff recommends approval of the proposed final plat Suite Living of Mounds View, subdividing <br /> the existing property of 7687 Long Lake Road (Parcel ID 083023220038) into two parcels, as <br /> shown on the final plat prepared by Civil Site Group, and a wetland buffer permit to permit <br /> development of a proposed memory care and assisted living facility on proposed Lot 2. The <br /> following findings and conditions of approval are recommended: <br /> Findings for Approval: <br /> 1. The property of 7687 Long Lake Road (Parcel ID 083023220038) is owned by Free Life <br /> Family Worship Center, and is currently legally described as THE WEST 388.50 FEET <br /> OF THAT PART OF THE NORTHWEST QUARTER OF THE NORTHWEST QUARTER <br /> OF SECTION 8, TOWNSHIP 30, RANGE 23 LYING NORTH OF THE NORTH LINE OF <br /> THE SOUTH 15 ACRES THEREOF, RAMSEY COUNTY, MINNESOTA. <br /> 2. The applicants, on behalf of the property owner, propose to subdivide the property into <br /> two parcels, proposed as Lot 1 and Lot 2. Lot 1 is proposed to be 2.770 acres in size, <br /> and Lot 2 is proposed to be 3.581 acres in size, as shown on the preliminary plat of <br /> Suite Living of Mounds View and approved by Resolution 10215. <br /> 3. The proposed development and subdivision of the site are consistent with the city's 2040 <br /> Comprehensive Plan. <br /> 4. The property is currently zoned as `Planned Unit Development' (PUD), and is within the <br /> County Road 10 Corridor Overlay District. Both of the proposed lots meet the minimum <br /> dimensional requirements of the PUD zone. <br /> 5. The applicant, on behalf of the property owner, is proposing to construct a memory care <br /> and assisted living facility on proposed Lot 2. <br /> 6. The proposed final plat meets the requirements of Section 158.026 of city code, and is <br /> consistent with the previously approved preliminary plat of Suite Living of Mounds View. <br /> 7. The proposed development within the wetland buffer meets the requirements of Section <br /> 159.008, is consistent with the preliminary plat of Suite Living of Mounds View previously <br /> approved by the city per Resolution 10215. <br /> Conditions of Approval: <br /> 1. The proposed subdivision shall adhere to the proposed final plat Suite Living of Mounds <br /> View, subdividing the existing property of 7687 Long Lake Road (Parcel ID <br /> 083023220038) into two parcels. <br /> a. The easement along Bronson Drive shall be revised to allow for the city to install <br /> a sidewalk along the north side of Bronson Drive in the future. <br /> b. The proposed final plat shall adhere to any requirements of Ramsey County. <br /> The Mounds View <br /> A Thriving Desirable Community <br />
