Item: 9A <br />MOUNDS VIEW <br />MEMORANDUM <br />To: Park & Recreation & Forestry Commission <br />From: GOAL Parks Committee <br />Don Peterson — Director of Public Works/Parks and Recreation <br />Date: March 26, 2026 <br />RE: Funding for the Park System Master Plan <br />Discumion/ Background <br />The City Council Approved Resolution 10129 accepting the 2040 Park System Master Plan <br />as presented by WSI3. <br />Additionally, at the July 7, 2025, City Council Work Session, direction was given to create <br />an Advisory Committee to the Parks, & Recreation & Forestry Commission. <br />This Advisory Committee would research funding options for implementing the 2040 Park <br />System Master Plan, to include a local levy, bonding, grants, local sales tax as well as other <br />options. <br />Staffdeveloped the name for this Committee as GOAL PARKs (General Obligation and <br />Levy) <br />The Council requested that the Committee have a representative, from each neighborhood <br />located by the following Parks: <br />1) Groveland 2) Greenfield 3) Woodcrest4) Hill•yiew <br />5) Hillview 6) Lambert 7) Silver View 8) Wood Crest <br />9) City Hall <br />With the addition of (2) Park and Recreation and Forestry Commission Members - one <br />being the Chair of the Parks and Recreation and Forestry Commission. <br />Included also in the Committee is the Director of Public Works/Parks and Recreation, and <br />the City Administrator. <br />The Committee met over the last several months, reviewing the 2040 park system plan, <br />touring the community center, reviewing the general Parks and Recreation operating budget <br />and well as the Capital improvement Plan for the Park system. <br />Parks and Facilities <br />The Committee discussed the number of Parks and facilities within the City of Mounds View <br />to determine if any of the parks and or facilities should be eliminated; their recommendation <br />is to retain the current number of Parks and facilities. <br />
