Item: 9A <br />MO-NDS it I �r <br />Key Points from the Committee: <br />Committee members see firsthand hove parks are being used in their neighborhoods. <br />They see the value as people of all ages, abilities and backgrounds use these spaces to <br />enjoy nature, exercise, exploro, recreate and gather. They also see opportunities to <br />improve existing parks and facilities. <br />Committee members believe investing in the park system is investing in Mounds View's <br />identity. The parks, along with the school district, are consistently at the top of survey <br />responses for what attracts and keeps residents. The committee believes dedicating <br />resources to parks and facilities is required' to keep Mounds View an attractive place to <br />live, visit, and support business. <br />The Cammittee recognizes there is a financial burden to taxpayers as recommended in <br />potential bond, levy, and/or other funding options. The Committee believes the value of a <br />high -quality parks system matches or exceeds this burden by improving community well- <br />being, health, safety, connectedness and enjoyment. They also note costs will only <br />continue to increase, so investments now will' see a stronger return. <br />cr Recommendations reflect the Committee's desire to establish new, sustainable income <br />streams to fund parks and facilities for the next generation, while meeting the needs of <br />current residents. They recognize Mounds View is diverse and want to see signature <br />projects and ongoing investments reach the entire community. <br />Funding Options <br />The GOAL PARKs Committee is recommending the folloliving, funding options: <br />1) l oc ude in ballot, a voter approved bend referendum for $15420 million <br />2) Charter Commission to consider a .5% to1 % levy, adoptedin the Charter for <br />future park improvements <br />3) Explore, the Sales Tarot option <br />4�, to search and apply for Grant funding, <br />5) The City continues to have discussions with ISD 621 on future partnership and: <br />programs <br />6) The City explores Community Built Projects <br />7) The City to consider using cannabis rev <br />8) enue on a short-term basis for either projects or bond/levy reductions <br />Staff and the GOAL Parks Committee is requesting the Commission review the material <br />and provide input/direction. <br />Respectfully submitted, <br />Don Peterson <br />Director of Public Works/Parks and Recreation <br />Attachment: <br />Staff Report and Resolution 10129 <br />Park Funding Options <br />
