Mounds View City Council June 6, 2026 <br />Regular Meeting Page 4 <br /> <br />Park and Rec Chair Gerald Arel read a Resolution in full for the record and presented the Coach 1 <br />of the Year Award for 2025 to Joseph Nguyen. A round of applause was offered by all in 2 <br />attendance. 3 <br /> 4 <br />Joseph Nguyen thanked the City Council for this recognition. 5 <br /> 6 <br />MOTION/SECOND: Gunn/Meehlhause. To Adopt Resolution 10263, Awarding the 2025 Coach 7 <br />of the Year to Joseph Nguyen. 8 <br /> 9 <br />Council Member Meehlhause stated this was a great tradition for the City and congratulated Joseph 10 <br />Nguyen for his dedicated service to the community. 11 <br /> 12 <br />Council Member Clark and Council Member Smith thanked Mr. Nguyen for his service to the 13 <br />community. 14 <br /> 15 <br />Mayor Lindstrom thanked Mr. Nguyen for making a difference in the lives of the children in the 16 <br />community. 17 <br /> 18 <br /> Ayes – 5 Nays – 0 Motion carried. 19 <br /> 20 <br />C. Human Rights/Dignity Proclamation 21 <br /> 22 <br />Mayor Lindstrom read a proclamation in full for the record recognizing Human Rights/Dignity 23 <br />and affirmed the City’s commitment to treat others with respect and empathy. 24 <br /> 25 <br />Council Member Clark thanked the City Council for bringing this proclamation forward. 26 <br /> 27 <br />D. Annual SWPPP Presentation (Don Peterson). 28 <br /> 29 <br />Stormwater Technician Emma Maki provided the Council with the annual SWPPP presentation. 30 <br />She discussed the status of compliance with MS4 permit conditions, noted the BMP activities and 31 <br />progress, commented on general stormwater issues, future implementation plans and described 32 <br />how the City was complying with MS4 permit requirements. She explained in 2020 the City 33 <br />became the local governing unit (LGU) which meant the City entered into a Memorandum of 34 <br />Understanding with the Rice Creek Watershed District for the City to administer the rules, 35 <br />including permit review, inspections and enforcement. She reported that the City had 451 36 <br />infiltration basins, 36 stormwater ponds and two active projects. The manners in which the City 37 <br />was implementing the six minimum control measures was further discussed with the Council. She 38 <br />described how clean water starts with the residents of Mounds View and encouraged residents to 39 <br />pick up pet waste, reduce fertilizer use, plant native plants and sweep litter and debris from the 40 <br />streets. She commented on the new MS4 permit requirements noting this permit should be 41 <br />approved in the fall of 2026. The Silver View Park plans were discussed along with the plans for 42 <br />Edgewood Ponds. She commented on the grant the City received to assist with urban forestry 43 <br />management and Judicial Ditch 5 restoration. Current and upcoming City stormwater projects were 44 <br />further reviewed with the Council, and she asked for comments or questions. 45 <br /> 46
