Mounds View City Council June 22, 2026 <br />Regular Meeting Page 3 <br /> <br />Council Member Meehlhause reported the Twin Cities Gateway Board met last week and he <br />presented the finances. He was pleased to report this organization was off to a great start in 2026 <br />and revenues were up 22% in the first quarter compared to last year. <br /> <br />7. PUBLIC COMMENT <br /> <br />Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the <br />City Council during Public Comment. <br /> <br />Amelia Jopp, senior at Irondale High School, addressed the Council on behalf of the Association <br />for Non-Smokers Minnesota Ramsey County Student Action Team. She indicated that her team <br />was a group of students working to reduce youth vaping and tobacco use through peer education, <br />advocacy and community engagement. She reported she has presented to middle schools, <br />published pieces in local newspapers, visited with State lawmakers and attended City Council <br />meetings. She indicated her advocacy group was the recipient of the 2025 Group Youth Advocates <br />of the Year Award from the Campaign for Tobacco Free Kids. <br /> <br />Mia Henderson, junior at Mounds View High School, explained she wanted to share her concern <br />for flavored tobacco products in the City. She noted many neighboring communities have put <br />flavor restrictions in place to protect the youth. She stated Shoreview, Roseville, Arden Hills, <br />Vadnais Heights and Fridley have put flavor restrictions in place, while Mounds View has yet to <br />take action. <br /> <br />Ms. Jopp indicated the FDA and CDC have made it clear that flavored tobacco commercial <br />products were deliberately marketed to people like her and disproportionately harm youth. She <br />noted the LGBTQ, Black and Indigenous communities were targeted as well. She suggested the <br />City ban the sale of flavored tobacco in the community in order to improve health outcomes and <br />lower the $4.7 billion that Minnesotans spend annually on smoking related healthcare expenses. <br /> <br />Ms. Henderson urged the City Council to be leaders and to help Mounds View be a healthier <br />community. She asked that the Council protect the youth in the community from an industry that <br />profits from addiction. <br /> <br />Mayor Lindstrom thanked Ms. Jopp and Ms. Henderson for their presentation. <br /> <br />Council Member Smith encouraged Ms. Jopp and Ms. Henderson to fill out a form and have a <br />table at the Mounds View Festival in the Park. <br /> <br />8. COUNCIL BUSINESS <br />A. Municipal Cannabis Agreements with Great White/MN Roots Documents will <br />be distributed at meeting <br />a. Management Services Agreement <br />b.
