Resolution 10277, Approval of the 2026 Festival in the Park Agreement. <br /> <br />Mayor Lindstrom requested comment from staff on this item. <br /> <br />Public Works/Parks and Recreation Director Peterson discussed the new items that were <br />included in the agreement for the 2026 Festival in the Park. He noted the parade route would <br />remain the same. He indicated the Festival Committee was requesting the City block off <br />Edgewood from Bronson to the entrance of Walgreens for pedestrian safety. He reviewed the <br />location of the events that would be held during the Festival in the Park and noted parking would <br />be provided at Turbo Tim’s along with a shuttle service to and from the festivities. <br /> <br />Council Member Smith recused herself from this item. <br /> <br />Mayor Lindstrom asked why the road would not be closed all the way up to Bronson. Public <br />Works/Parks and Recreation Director Peterson explained Walgreens would still be running their <br />business on Friday night and Saturday and access had to remain open. <br /> <br />MOTION/SECOND: Lindstrom/Clark. SPECIAL ORDER OF BUSINESS <br /> A. 2026 MVPD Quarter 2 Report - Police Chief Zender. <br /> <br />Police Chief Zender provided the Council with a presentation on the second quarter for the <br />Mounds View Police Department. He discussed the events his officers participated in. He <br />reported he currently had 18 officers and one CSO at this time. He was pleased to report the CSO <br />would be hired as a full-time officer in August. He explained Investigator Soles left Mounds <br />View for Anoka County CID after 11 years of service to the community. He noted he opened up <br />the Investigator position and Sergeant Deeson would be filling this role, which meant a Sergeant <br />position would now need to be filled. He commented on the two interns that were hired to help at <br />the front desk and noted he was still seeking an SRO. He reviewed the awards his officers <br />received in recent months. He reported his officers continue to be proactive throughout the <br />community, even though the department was short-staffed. He discussed the training his officers <br />received in recent months and was pleased to report the department had a new K-9 Officer, <br />Crash. He stated the department was looking forward to participating in Night to Unite, which
