Mounds View City Council July 27, 2026 <br />Regular Meeting Page 3 <br /> <br />would be held on Tuesday, August 4 and Festival in the Park, which would be held on Friday, <br />August 21 and Saturday, August 22. <br /> <br />Council Member Meehlhause thanked Police Chief Zender for his tremendous leadership and for <br />the excellence within the department. <br /> <br />Mayor Lindstrom requested Police Chief Zender provide the Council with year after year call <br />data for educational purposes. He thanked the officers for working diligently to assist the <br />unhoused with finding the services they need in the community. <br /> <br />7. PUBLIC COMMENT <br /> <br />Mayor Lindstrom encouraged the public to speak with kindness and respect when addressing the <br />City Council during Public Comment. <br /> <br />Vince Mayer, 8380 Spring Lake Road, explained there was a stop sign down at Spring Lake <br />Road and Mounds View Boulevard, which was creating a safety concern. He requested the City <br />address this concern. <br /> <br />Scott Larson, 7366 Parkview Terrace, asked how the City was using Flock cameras and <br />questioned how the City was managing the data from these cameras. He understood the City put <br />LPR’s in the community in 2024 and the first audit came back in February of 2026. He noted he <br />read through this audit and appreciated the fact there were no issues. He commented on how <br />there had been data breaches in other communities and asked that the data from Mounds View <br />not be shared with other communities. <br /> <br />City Administrator Zikmund reported he and the Police Chief would be happy to meet with Mr. <br />Larson to address his concerns regarding Flock cameras. <br /> <br />Mayor Lindstrom thanked Mr. Larson for addressing the Council with his concerns. He stated <br />the City Council has not seen any misuse of the Flock cameras and noted the communities with <br />concerns were not in Minnesota. <br /> <br />8. COUNCIL BUSINESS <br />A. Resolution 10278, Approval of Various Manhole Repairs. <br /> <br />Public Works/Parks and Recreation Director Peterson requested the Council approve various <br />manhole repairs. He explained during routine inspections of the sanitary sewer manholes the <br />public works crew found several that needed repairs. He reported staff went out for bid for this <br />work and the low bid for these repairs was $28,338. <br /> <br />MOTION/SECOND: Meehlhause/Smith. To Waive the Reading and Adopt Resolution 10278, <br />Approval of Various Manhole Repairs. <br /> <br /> Ayes – 5 Nays – 0 Motion carried. <br />
