RESOLUTION 9771 <br />CITY OF MOUNDS VIEW <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br />A RESOLUTION APPROVING THE PRELIMINARY PLAT AND FINAL PLAT OF LONG <br />LAKE COVE, 7700 LONG LAKE ROAD, AND STORMWATER MANAGEMENT PERMIT <br />WHEREAS, the applicant; Twin Cities Holding Company, LLC, represented by Carson Schifsky <br />and Ford Wagner, submitted applications for approval of a Preliminary Plat, Final Plat, and Stormwater <br />Management Permit for Long Lake Cove, consisting of three single-family lots located at 7700 Long <br />Lake Road, legally described as: <br />PID: 06-30-23-44-0059 <br />Lot 7, lock 1, BAYPORT ACRES, Ramsey County, Minnesota <br />WHEREAS, application materials were submitted on March 24, 2023 to applicable agencies and <br />departments for review. Comments were received from: <br />August 17, 2022 <br />Richelle Nicosia, St Paul Regional Water Services, Engineering Technician <br />April 26, 2023 <br />Brad Estochen, Ramsey County, County Engineer <br />May 12, 2023 <br />Scott Riggs, Kennedy & Graven, City Attorney <br />June 6, 2023 <br />Richelle Nicosia, St Paul Regional Water Services, Engineering Technician <br />June 7, 2023 <br />Tyler McLeete, Stantec, City Engineer <br />June 13, 2023 <br />Scott Mareck, Ramsey County, Senior Transportation Planner <br />June 21, 2023 <br />Dan Edgerton, Stantec, City Engineer <br />June 22, 2023 <br />Scott Riggs, Kennedy & Graven, City Attorney <br />WHEREAS, the Community Development Department issued a Review Letter, dated April 7, <br />2023, determining the application incomplete, requiring an amended application to include a <br />Comprehensive Plan amendment. Upon further conversations with the applicant, it was determined that <br />plans would be amended from multi -family residential, to single-family residential, to be consistent with <br />the current Comprehensive Plan guided land use, and current Zoning Map; and, <br />WHEREAS, the Comprehensive Plan guides the property for Single Family Detached <br />residential. The application relates to the following policies and goals (Findings in italics): <br />Land Use Policies <br />Goal 1 Stabilize and strengthen neighborhoods. <br />• Ensure redevelopment complements adjacent land uses and character. When <br />considering development, preserve vegetative buffers between different land <br />uses when possible and establish vegetative buffers when none exist. <br />
