City Council Regular Meeting Minutes <br />September 28, 2010 <br />Page 3 <br />1 Ms. Webster stated that at this time, Community Services has three employees, including her <br />2 role as Director, one secretary, and one coordinator. She explained that since 2008, Community <br />3 Services' revenue has decreased by 14% and expenses have been reduced by 26%. She stated <br />4 that for the year ended June 30, 2010, revenues exceeded expenses by $30,000 without cutting <br />5 any programs. She indicated that the gym arrangements have worked out well and staff <br />6 continues to work with the gymnastics coach to ensure that this team's needs are met as well as <br />7 the needs of all other users of the gymnasium. She indicated that Community Services has 24 <br />8 different budgets and some program funds are more restrictive than others, such as the early <br />9 childhood family education programs. She added that brochures outlining the various programs <br />10 are mailed to homes in the School District as well as to residents in northeast Minneapolis, <br />11 Columbia Heights, and New Brighton; residents can view the brochure and register for classes <br />12 online at www.stanthon c+} s_org. <br />13 <br />14 Mayor Faust pointed out that Community Services is linked on the City's website as well. He <br />15 expressed the City Council's thanks to Ms. Webster and the Community Services staff for their <br />16 efforts on behalf of the City and the residents. <br />17 <br />18 Motion by Councilmember Roth, seconded by Councilmember Gray, to adopt Resolution 10- <br />19 064; Supporting the St. Anthony -New Brighton School District #282 Community Services <br />20 Recreational Programs for 2011-2012. <br />21 <br />22 Councilmember Stille stated that the partnership with Community Services is good for the City <br />23 and the School. He noted that the City does not have a parks department and Community <br />24 Services handles all of the scheduling and other duties that a typical parks department would <br />25 perform; as a result, this partnership is a good investment for the City. <br />26 <br />27 Motion carried unanimously. <br />28 <br />29 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />30 <br />31 City Manager Mornson reported on the following: <br />32 <br />33 <br />• September 21, 2010 Planning Commission work session. Discussion included roles and <br />34 <br />responsibilities of the Planning Commission, review of the bylaws, discussion regarding <br />35 <br />government training, and discussion regarding the recent Supreme Court ruling on <br />36 <br />variances. <br />37 <br />• Attendance at the September 21, 2010 monthly Chamber of Commerce meeting. <br />38 <br />• Union negotiations are underway with Public Works, Police, and Fire Departments. <br />39 <br />• On October 9, 2010, a couple of departments will be participating in a Pancake Breakfast <br />40 <br />at Applebee's. <br />41 <br />• On October 9, 2010, the liquor store will be holding a fall beer tasting from 12:00-4:00 <br />42 <br />p.m. <br />43 <br />• At the October 12, 2010, City Council meeting, Silverwood staff will be in attendance to <br />44 <br />talk about the one year anniversary of the park. <br />
