Resolution 12-074; Accepting the Feasibility Report and Order Plans & Specifications <br />for the 20 I 3 Street Project. Todd Hubmer. WSB & Associates, presenting. <br />City Engineer Hubmer presented the feasibility report for the 2013 street and utility <br />improvement project for the reconstruction of Edward Street from 35 th Avenue to 36th Avenue as <br />well as 36 th Avenue from Roosevelt Street to Silver Lake Road. He explained the project <br />includes replacement of the existing sanitary sewer, which has experienced numerous breaks and <br />will be replaced with PVC pipe. He advised the project also includes replacing th e existing <br />water main system , which has also had numerous breaks. He stated that no water main currently <br />ex ists on 36 th Avenue between Harding and Coolidge and between Coolidge and Belden and this <br />project would add water main to these locations to improve circulation of water and reduce the <br />long distance runs in the area. He explained that drainage improvements are proposed to replace <br />the storm sewer on 36th Avenue and a segment of storm sewer on Edward Street north of 35 th <br />Avenue. He stated the street reconstruction cost is approximately $1.3 million with <br />approximately $440 ,000 assessed to property owners and the City cost at $825.000. He advised <br />that sanitary sewer improvement costs are borne by the City and are estimated at approximate ly <br />$193 ,000. He stated the water main improvements are estimated at $322 ,000 with property <br />owners assessed for replacement of the curb stops at the right of way boundary (approximate ly <br />$37 ,000) and the remainder of costs borne by the City. He stated the storm sewer improvement <br />costs are assessed to property owners for the local portion of the storm sewer at 35% or <br />approximately $103 ,000 and the City 's cost is approximately $192 ,000. He noted the City's <br />share includes $92 ,000 for a storm water treatment system proposed in the Industrial Custom <br />Products parking lot pursuant to a Memorandum of Understanding with Rice Creek Watershed <br />District. He stated the total project cost is estimated at $2,08 I ,000 and funding sources include <br />special assessments , 429 public improvement bonds, and water, sanitary, and storm water funds. <br />He then presented the project schedule noting a second public information meeting wi ll be held <br />in October and a third public information meeting will be held in February 20 I 3 with <br />construction starting in May 2013. <br />Councilmember Jenson requested information about the feedback received at the public meeting. <br />City Engineer Hubmer advised there were some residents concerned about tree removal and the <br />City is in the process of meeting with them to discuss tree replacement. He added that one <br />backyard drainage area is being reviewed at the request of some residents on Edward Street <br />because of a low point and the City will tie the drainage into a catch basin to so lv e the problem. <br />Councilmember Stille requested information regarding re-seeding. He also asked if the new <br />treatment facility proposed on 37'h Avenue will be underground and not visible.
