He added if this does not work the City will go back to a hydroseeding <br />method. He stated the proposed treatment facility will be underground within City easements. <br />Councilmember Roth requested further information regarding the new water service line <br />proposed for property owners on 36th Avenue . <br />City Engineer Hubmer explained th e project will install water main in those locations where no <br />water main currently exists and the line will run out from the homes and connect to the new <br />water main. He noted these homes will have their service line replaced, which the City currently <br />does on all homes in a st reet improvement project. He added residents in this area may see an <br />improvement in their water pressure and there will be no other impact to the property owners. <br />Councilmember Jenson requested clarification regarding Section 4.1 of the feasibility report , <br />which states that the existing 9" VCP sanitary sewer pipe will be replaced with an 8" PVC pipe. <br />City Engineer Hubmer explained the 8" PVC pipe is more than adequate to meet the flows in the <br />City and the 9" VCP pipe was used by the City when the streets were originally constructed. <br />Councilmember Jen so n recited a section of the feasibility report indicating this project will <br />"'loop ' the water system, which increases water circulation preventing water from becoming <br />stagnant. Looping the water system also reduces redundancies in the water system, which allows <br />the city to isolate a small area if a temporary shutdown is necessary." He stated this is important <br />because it means that fewer homes will be impacted in the event of a water main break. <br />Motion by Councilmember Roth , seconded by Councilmember Jenson, to approve Resolution <br />12-074 ; Receiving Feasibility Report and Ordering Plans and Specifications for the 2013 Street <br />and Utility Improvements. <br />Motion carried 4-0 fCouncilmember Gray absent). <br />Councilmember Roth requested an update on the backflow valve. <br />City Engineer Hubmer reported the City has completed design changes for the back flow <br />preventer. He stated the project was offered to four contractors for construction and all four <br />indicated the project was too small and they were too busy at this time to complete the project. <br />He indicated the City intends to package this project with the storm sewer project that is part of <br />the Autumn Woods II development in order to attract more bidders and offset the costs and this <br />should go out in the next couple of weeks. <br />B.
