Resolution 14-015; a Resolution Calling a Hearing for the 2014 Street and Utility <br />Improvements. Todd Hubmer, City Engineer, WSB & Associates, presenting. <br />City Engineer Hubmer advised that on January 15, 2014, bids were opened for the 2014 project <br />with a low bid for Base Bid plus Alternate 1 of $2,021,154.23 and $2,239,154.23 for Base Bid <br />plus Alternate 2. He explained that the difference in the two bids relates to two alternatives <br />being considered for the Central Park rain garden and stated that Alternate 2 included a sand <br />compost and iron filings option that added an additional $210,000, which was beyond what was <br />anticipated for the rain garden so staff is recommending that the City not move forward with <br />Alternate 2 and proceed with Alternate 1 for a total of $2,021,154.23. <br />Councilmember Roth requested further information about the iron filings option and asked about <br />any downside to the community in not proceeding with this option. <br />City Engineer Hubmer explained that if Alternate 2 were constructed, it would represent one of <br />the more expensive projects based on pounds per dollar of phosphorous removed and staff felt <br />this was not a big enough gain to justify the expenditure. He stated that phosphorous will still be <br />taken off the site and the difference is 40% removal versus 45-50% total removal. <br />Motion by Councilmember Roth, seconded by Councilmember Stille, to approve Resolution 14- <br />015; a Resolution Calling a Hearing for the 2014 Street and Utility Improvements. <br />Motion carried unanimously. <br />D. Resolution 14-016; a Resolution Declaring the Costs to be Assessed and Orderin¢ <br />Preparation of the Proposed Assessments for the 2014 Street and Utility Improvements. <br />Todd Hubmer, City Engineer, WSB & Associates, presenting. <br />City Engineer Hubmer stated the total 2014 street and utility improvement project is <br />$2,191,741.08 with assessments of $487,992.62. He advised that residents will be assessed for <br />valve replacement at the property line as well as 35% of the local storm water and street <br />improvements and residents are not being assessed for the cost of the rain garden. <br />Motion by Councilmember Stille, seconded by Councilmember Roth, to approve Resolution 14- <br />016; a Resolution Declaring the Cost to be Assessed and Ordering Preparation of the Proposed <br />Assessments for the 2014 Street and Utility Improvements. <br />Motion carried unanimously. <br />E. Resolution 14-017; a Resolution Calling a Hearing on the Proposed Assessments for the <br />2014 Street and Utility Improvements. Todd Hubmer, City Engineer, WSB & <br />Associates. presenting. <br />City Engineer Hubmer explained that the hearing on the proposed assessments is scheduled for <br />February 25, 2014, at 7:00 p.m. He stated that staff will be holding a public meeting with the <br />neighborhood on February 19`h to review the project and proposed assessments. <br />
