City Council Regular Meeting Minutes <br />January 28, 2014 <br />Page 5 <br />2 Motion by Councilmember Jenson, seconded by Councilmember Gray, to approve Resolution <br />3 14-017; a Resolution Calling a Hearing on the Proposed Assessments for the 2014 Street and <br />4 Utility Improvements. <br />6 Motion carried unanimously. <br />7 <br />8 City Engineer Hubmer provided an update on the carp removal project and reported they <br />9 removed 451 carp from Silver Lake on January 24'h. He stated 51 carp had tags where their fins <br />10 were clipped and three had radio transmitters. He stated 48 carp were released for later capture <br />11 to help with calculations on the total number of carp in the lake. He indicated they would have <br />12 netted a larger amount but snagged something that ripped the net, but they removed 40% of the <br />13 carp in the lake for a total of 4,035 pounds. He stated their initial estimate was that the lake <br />14 contained 177 pounds of carp per acre and that figure is now estimated at 112 pounds per acre, <br />15 and they might attempt one more netting operation this winter. <br />16 <br />17 F. Resolution 14-018; a Resolution of Support for the Move MN Campaign. <br />18 <br />19 Mayor Faust recited the Resolution of Support for the Move MN Campaign and stated this <br />20 Resolution is intended to challenge the State to come up with an equitable system for funding the <br />21 State's transportation needs. He explained that a diverse group of transit and transportation <br />22 advocacy groups created the Move MN Campaign that is apolitical and interested in sending a <br />23 message to the Legislature to do the right thing and keep Minnesota moving forward with an <br />24 equitable transportation plan. <br />25 <br />26 Motion by Mayor Faust, seconded by Councilmember Gray, to Resolution 14-018; a Resolution <br />27 of Support for the Move MN Campaign. <br />28 <br />29 Motion carried unanimously. <br />30 <br />31 G. Resolution 14-019; a Resolution Approving the Participation in CityLabs Project. Mark <br />32 Casey, City Manager, presenting. <br />33 <br />34 City Manager Casey presented the resolution supporting the City's application to become a city <br />35 partner with CityLabs, a yearlong partnership with the Associated Colleges of the Twin Cities <br />36 that works with experienced faculty and staff on projects integrated into existing courses that <br />37 enable a city partner to advance its sustainability initiatives. He stated the City is submitting its <br />38 proposal in partnership with Falcon Heights and Lauderdale. <br />39 <br />40 Motion by Councilmember Roth, seconded by Councilmember Gray, to approve Resolution 14- <br />41 019; a Resolution Supporting Applications to the Associated Colleges of the Twin Cities <br />42 (ACTC) for the CityLabs Program. <br />43 <br />44 Motion carried unanimously. <br />45 <br />
