City Council Regular Meeting Minutes <br />July 8, 2014 <br />Page 9 <br />City Manager Casey agreed to contact the haulers to request a meeting and conduct exclusive <br />negotiations on the price and term of the contract and provide the haulers with an opportunity to <br />present the City with their last and final offer. <br />6 Councilmember Roth also requested that staff provide the City Council with additional <br />7 information regarding administrative costs and further refinement as to what that number may <br />8 be. He also requested that the agreement require the hauler assigned to the majority of alleys to <br />9 start their day unloaded in order to save as much wear and tear on the alleys as possible, <br />10 especially since the City is in the process of rebuilding its alleys. <br />11 <br />12 Motion by Councilmember Gray, seconded by Councilmember Jenson, to direct City staff to <br />13 continue exclusive negotiations with the haulers to address the City Council's concerns with the <br />14 proposal and agreement and to come back to the City Council at its first meeting in August. <br />15 <br />16 Motion carried unanimously. <br />17 <br />18 VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />19 <br />20 City Manager Casey reported that the concrete crushing work has been completed and thanked <br />21 residents for their patience during this work. He reported that the City had a wind gust during <br />22 yesterday's thunderstorm that brought down several branches and tree limbs and City staff <br />23 picked up 18 yards of material and thanked them for their quick response in cleaning up the <br />24 debris. He advised that as part of the City's goal of increasing information and awareness of <br />25 projects, the City has developed project information sheets posted on the City's website and the <br />26 website currently has information about the chip sealing project. <br />27 <br />28 Councilmember Roth — no report. <br />29 <br />30 Councilmember Stille — no report. <br />31 <br />32 Councilmember Gray — no report. <br />33 <br />34 Councilmember Jenson reported on the City Council's special meeting on June 30. <br />35 <br />36 Mayor Faust reported on his attendance at the July 81h MWMO board meeting. <br />37 <br />38 VIII. COMMUNITY FORUM. <br />39 <br />40 Mayor Faust invited residents to come forward at this time and address the Council on items that <br />41 are not on the regular agenda. <br />42 <br />43 Mr. Ken Brown, 3422 Silver Lane, appeared before the City Council on behalf of Evergreen <br />44 Townhome Association and stated a number of residents have expressed safety concerns about <br />45 the number of tanker cars in their area and the condition of the rail bed and have asked whether <br />46 the City has an emergency response plan. He presented the City Council with a document <br />47 received from Fire Chief Sitarz called "Emergency Operations Plan" and stated this document is <br />48 not an emergency response plan that works in a railroad situation and they would like to see the <br />
