6/27/2014 3 3 <br />Amendment <br />• Background <br />—Title XV Land Usage, Chapter 155 Sign Code, <br />Section 155.02 discusses the findings, purpose <br />and intent, and effects of the Sign Code. <br />— "Electronic Message Sign" is defined as "any sign <br />that displays a message electronically through the <br />use of pixel -based technology, such as but not <br />limited to light emitting diodes (LEDs), liquid <br />crystal, etc. <br />am tho A <br />. 11 -Ti ! 11 ' 1 <br />• The City Council in enacting the Sign Code found that: <br />— Exterior signs have a substantial impact on the character <br />and quality of the environment; <br />— Signs provide an important medium through which <br />individuals may convey a variety of messages; <br />— Signs can create traffic hazards, aesthetic concerns and <br />detriments to property values, thereby threatening the <br />public health, safety and welfare; <br />— The city's code of ordinance have, since as early as 1983, <br />established standards which would permit businesses in <br />the city a reasonable and equitable opportunity to identify <br />themselves.
