WE <br />n <br />ilia �CYy <br />TO: Mayor and City Council <br />FROM: Mark Casey, City Manager <br />RE: St. Anthony Municipal Fiber Optic Network <br />DATE: July 22, 2014 <br />As part of the City's strategic initiatives to maintain a quality infrastructure and a robust technological <br />foundation, staff is requesting the Council to consider the creation of a municipal fiber optic network. <br />The compact size of St. Anthony makes it relatively cost effective to construct a city fiber network <br />between its facilities. The establishment of a City -owned fiber network would eliminate the need to <br />lease a vital component of infrastructure similar to any other City -owned utility. Attached is a proposed <br />fiber route broken down in three phases. Phase One would be the initial "spine or backbone" to inner <br />connect City Hall/Police with Fire Station, Marketplace Liquor Store, St. Anthony Village Liquor Store and <br />Public Works. Phase Two would connect with the City of Roseville and thus Metro Institutional Network <br />(I -Net). Phase Three would connect remaining City assets such as park shelters, lift stations, wells, water <br />tower, etc. <br />Currently, through a franchise agreement with Comcast, the City is provided fiber that serves the City <br />Hall/Police, Fire Station and Marketplace Liquor Store, but not Public Works Facility or Silver Lake Liquor <br />Store. The City Network relies heavily on the I -NET for not only connectivity between its facilities but <br />also for interconnecting to adjacent community networks to access shared technology services. As staff <br />has been working through franchise agreement negotiations with Comcast, the possibility has been <br />discussed that the continued use of the I -NET network would no longer be at "no cost". This possible <br />new cost is anticipated to be approximately $5,900 per month or $70,800 annually for the Liquor <br />Operation and the City Hall campus. Even with a temporary price break, not all of the City's assets would <br />be inner -connected with fiber. <br />Fiber optics networks offer superior for bandwidth, reliability, resiliency and security to meet the every <br />growing demand for higher bandwidth services and to extend services further. And since fiber optics is <br />non-metallic, it is not subject to interference from radio or electromagnetic interference making it far <br />more reliable and secure than copper or wireless transmission. <br />Creation of this dedicated network would allow for the expansion of capabilities that are not available <br />using Metro -INET. For example: <br />Police Department: <br />The Police Department depends on the technology services provided through the City of Roseville. All <br />police records systems are housed in the Roseville Data Center where these systems are shared amongst <br />
