He added that even if the volume increased, he did not believe that cars would <br />stack up to five or six vehicles because they currently have pharmacies that are busier than <br />this location and they have not experienced this amount of stacking at other pharmacies. <br />City Planner Johnson stated that a comparison of the stacking distance in other communities <br />with drive-through windows revealed that Cub Foods's practice has been to direct people to <br />come back later if it appears there is excessive stacking of vehicles. She noted there are 563 <br />parking spaces that drivers could use and if excessive stacking becomes an issue, staff can <br />work with the applicant to manage that through code enforcement. <br />Commissioner Papatola expressed concern about eliminating parking spaces on the south side <br />because of the other businesses to the north including the municipal liquor store and stated he <br />did not want to place those businesses at a competitive disadvantage. <br />City Planner Johnson stated that Cub Foods is a separate parcel from the PUD and they are <br />required by Ordinance to have 563 spaces and with the addition of the drive-through window, <br />there are still 563 parking spaces. She advised that that owner of the property is not overly <br />concerned about parking and intends to distribute a mailer to the businesses indicating that <br />some parking needs to be reallocated to another space. She added that staff spoke with Mr. <br />Larson at the municipal liquor store about their employees using this area and Mr. Larson <br />indicated that he understood the employees would have to park further to the east. <br />Chairperson Crone asked about the distance between the drive-through window and the <br />sidewalk. She also asked about noise volumes from the drive-through window. <br />City Planner Johnson replied that a typical car is 18-20' and there is approximately 40-60' to <br />the sidewalk. <br />Mr. McQuay stated that the speaker system at the drive-through is low volume and is located <br />only two feet away from the vehicles at the drive-through window. <br />Commissioner Heinis expressed concern about having the drive-through located right at the <br />comer of the building near a busy sidewalk and the possibility of endangering pedestrians. <br />Mr. McQuay indicated the addition of the stop sign would enhance safety in this area, adding <br />that the sidewalk is approximately 20' from the curb to the building so there will be good <br />visibility in the area. <br />Chairperson Crone opened the public hearing at 7:27 p.m. No speakers were present. <br />Chairperson Crone closed the public hearing. <br />Commissioner Poucher expressed concern about the proximity of the apartment buildings and <br />the possibility of vehicle headlights becoming a nuisance. <br />
