She advised the applicant has proposed signage to advertise the <br />2 drive-through along the south and east walls as well as three or four flat lenses light fixtures <br />3 under the overhang, adding that these light fixtures meet the City's requirements. She stated <br />4 the hours of operation for the drive-through will be 9:00 a.m. to 9:00 p.m., however, because <br />5 this Cub Foods has a lot of pharmacy volume, the hours are subject to change and could be <br />6 changed to 8:00 a.m. to 10:00 p.m. She pointed out that the hours of operation are not <br />7 dictated by City Code but given the large separation between the drive-through and the <br />8 adjacent high density residential garages, staff does not perceive that the hours of operation <br />9 will be a nuisance. She stated if it becomes a nuisance, the City could control this through <br />10 Code enforcement via the noise ordinance. She reviewed the parking on site and explained <br />11 that a number of parking spaces will be eliminated on the south side to accommodate the <br />12 drive-through window. She pointed out that sidewalk connections along the east side of the <br />13 front of the building are not shown on the proposed plan these sidewalk conditions are <br />14 included as a condition of approval. She advised that the applicant has proposed the addition <br />15 of four trees as well as a number of shrubs on the drive aisle and islands within the parking lot <br />16 to maintain and enhance the existing visual character in the development. She stated that the <br />17 proposed use is one of the conditional uses specifically listed in the PUD, the grocery store is <br />18 allowed to have a drive-through facility, and the proposed use will not be detrimental to the <br />19 health, safety, or general welfare of persons residing or working in the vicinity. She advised <br />20 that the City Engineer reviewed the proposed use from a circulation and traffic standpoint and <br />21 was comfortable with the proposed use with the exception of the inclusion of the sidewalk and <br />22 markings and the proposed use will provide a service or facility which is in the best interest of <br />23 the public and will be an amenity to the City once implemented. <br />24 <br />25 Commissioner Papatola requested fiuther detail about what City staff did to ascertain that <br />26 traffic would be manageable, adding that he was concerned about pedestrian and bike traffic <br />27 in the area. He also asked about the anticipated usage of the drive-through window. <br />28 <br />29 City Planner Johnson explained that the City Engineer reviewed traffic movements into and <br />30 out of the driving lane and noted that the existence of markings at the east side of the drive - <br />31 through aisle as well as the addition of a stop sign will require traffic to adhere to automobile, <br />32 pedestrian, and bike traffic and the City Engineer was comfortable with those movements. <br />33 She added that staff s transportation analysis included a review of the numbers for stacking <br />34 distance in terms of the number of vehicles and the City Engineer was comfortable with a <br />35 four -vehicle stacking distance. <br />36 <br />37 Ms. Ann Thies approached the City Council on behalf of the applicant and introduced Mr. <br />38 Jason Reames and Mr. Doug McQuay. She stated that the volume of traffic at the drive - <br />39 through pharmacies at their stores has been fairly consistent throughout the day, adding that <br />40 they have never had more cars lined up in the queue than what is planned at this location. She <br />41 agreed to provide more specific information if requested by the Planning Commission. <br />42 <br />43 Commissioner Bartel asked if there was any concern about a fifth or sixth car in the queue <br />44 blocking traffic if it turns out that the volume is heavier than anticipated. <br />45 <br />
