City Council Regular Meeting Minutes <br />July 22, 2014 <br />Page 5 <br />Mayor Faust thanked City Manager Casey and all City staff for their ongoing efforts. <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />5 City Manager Casey reported that staff met with the haulers on July 15th and 215` to discuss the <br />6 single hauler agreement and staff will be meeting with the haulers again on August 1st and further <br />7 information regarding the price and term of the agreement, as well as information regarding the <br />8 administrative fee, will be presented to the City Council on August 12th. He noted there was a <br />9 question raised at the last City Council meeting about trucks driving in the alleys and he reported <br />10 that the specifications will indicate that alleys will be driven down when the trucks are empty. <br />11 <br />12 Councilmember Stille stated that at the July 81h City Council meeting, the City Council <br />13 considered and denied a request from St. Charles Borromeo to allow an electronic sign in front <br />14 of the school and the City Council also considered and tabled a request from St. Anthony Mobil <br />15 to allow electronic signage to display gas prices. He stated that the City Council must act on St. <br />16 Anthony Mobil's request within 120 days and he did not think 120 days was enough time and <br />17 proposed that the City Council take action to deny St. Anthony Mobil's request and return this <br />18 matter to the Planning Commission for recommendation to the City Council. He felt this would <br />19 provide an opportunity to fully consider the issue and possibly consider other opportunities with <br />20 respect to St. Charles Borromeo's request. He stated he would like the Planning Commission to <br />21 look at illumination and brightness standards, sign locations, as well as the possibility of <br />22 restricting electronic message signs to monument signs only. <br />23 <br />24 Councilmember Gray spoke in favor of proceeding as suggested by Councilmember Stille. <br />25 <br />26 Mayor Faust stated he was willing to look at different types of signage, adding he was not a fan <br />27 of pylons with lights but felt that a monument sign might be acceptable. He stated he wanted to <br />28 see uniformity in the Code applicable to gas stations in either the Commercial or Light Industrial <br />29 districts. He stated there are four places of worship in the community and he would be open to <br />30 some type of permitting process for electronic message signs, similar to the process used when <br />31 people want to keep chickens in their yard. He added he wanted to make sure the Ordinance <br />32 works for all residents and businesses and did not want to tailor the Ordinance to one specific <br />33 business. <br />34 <br />35 Motion by Councilmember Stille, seconded by Councilmember Gray, to direct staff to place the <br />36 request of St. Anthony Mobil on the City Council agenda for August 12th. <br />37 <br />38 Councilmember Roth advised that he will not be present at the August 12th City Council meeting <br />39 and would abstain from this vote. <br />40 Motion carried 3-0-1 (Roth abstain). <br />41 <br />42 Councilmember Gray reported on his attendance at the July 10th meeting of the strategic <br />43 planning committee for the North Suburban Cable Commission where they continued their <br />44 discussion regarding future governance and proposed changes to the Joint Powers Agreement. <br />45 He advised that another meeting is scheduled for July 28`h. <br />46 <br />47 Councilmember Roth - no report. <br />48 <br />
