City Council Regular Meeting Minutes <br />July 22, 2014 <br />Page 4 <br />Councilmember Stille pointed out that the City will not know the cost of this project until the <br />bids are received and further detailed information will be provided once the bids are received. <br />Councilmember Roth stated the City has previously talked about a loop or redundancy so if a <br />line is accidentally cut it does not shut down the entire line. He requested that staff consider <br />another phase to the project adding a loop and possibly another connection out of the City and <br />suggested that staff discuss this with Roseville staff. <br />9 Motion by Councilmember Gray, seconded by Councilmember Roth, to adopt Resolution 14- <br />10 055; a Resolution Accepting the 2014 Municipal Fiber Optic Project Plans and Specifications <br />1 I and Ordering Advertisement for Bids. <br />12 <br />13 Motion carried 4-0. <br />14 <br />15 E. Adoption of Safe Routes to Schools Plan. Mark Casey, City Manager, presenting. <br />16 <br />17 City Manager Casey presented the Safe Routes to Schools Plan and explained that the Plan <br />18 outlines the vision and planning of the project, describes existing conditions, and includes <br />19 infrastructure recommendations, program recommendations, and an implementation strategy. <br />20 <br />21 Ms. Cory Johnson, 2916 Silver Lake Court, approached the City Council and stated that it is very <br />22 unsafe for her kids to get to school and was interested in the plan for her area. She suggested <br />23 that the City look into a system for crosswalks where pedestrians push a button and only the <br />24 pedestrians have the green light and cars are not allowed to enter the intersection and this would <br />25 give pedestrians a chance to get out of the way before traffic moves through the intersection. <br />26 <br />27 Motion by Councilmember Stille, seconded by Councilmember Roth, to approve the Wilshire <br />28 Park Safe Routes to School Plan as presented. <br />29 <br />30 Motion carried 4-0. <br />31 <br />32 F. 2014 Ouarterly Goals Update — Second Quarter. Mark Casey, City Manager, presenting. <br />33 <br />34 City Manager Casey presented the second quarter goals update and advised that the single hauler <br />35 proposal was submitted to the City Council on July 81" and staff was directed to continue meeting <br />36 with the haulers and report back to the City Council on August 12d. He stated that the "Green <br />37 Step 4 City" criteria would be available soon. He stated that staff has been discussing a roof top <br />38 solar project for City Hall and will bring this matter to a future City Council work session. He <br />39 stated that the City recently joined the Suburban Rate Authority and will work with Xcel Energy <br />40 on undergrounding utilities. He stated that staff is working on adding LED lighting to the City <br />41 Hall parking lot and might create a larger project throughout the City. He advised that a <br />42 "Welcome to St. Anthony" tri -fold has been developed and this is also on the City's website. He <br />43 stated that the Planning Commission work plan includes solar for residential and commercial <br />44 properties. He stated that the facilities study has been completed and will be presented at a <br />45 future work session. He advised that the department heads are working with Big River <br />46 Consulting on professional development and staff has completed its literary review of the LEAN <br />47 concept and a possible LEAN event will be conducted around the building permits process. <br />48 <br />
