1 voluntary contribution based on municipal size towards the Minnesota <br />League of Cities computer analysis project: <br />3 *the project had originally been initiated by a small coalition of <br />4 cities to compile tax data in anticipation of property tax reform <br />5 legislation proposed several years ago; <br />6 *Briggs and Morgan developed the first computerized analysis of that <br />7 information which the law firm is now willing to sell to the LMC and <br />8 AMM, who intend to update that analysis so their memberships will be <br />9 able to react knowledgeably to the anticipated 1989 legislative action <br />10 to retain the Homestead Credit principals in 1990; <br />11 *the AMM perceives the $185,000 project would primarily benefit the <br />12 suburban communities who it appears would be at the greatest risk if the <br />13 Homestead Credit is changed for the aid type program scheduled to go <br />14 into effect in 1990. <br />15 Mayor Pro Tem Ranallo said he had personally pushed for a $10,000 <br />16 donation from the League of Minnesota Cities towards the project. <br />17 Mr. Childs said the tax formula the cities have to use is so complicated <br />18 and so dependent on what other governmental entities do that it would <br />19 be almost impossible for any small city to ascertain just exactly what <br />20 effect the loss of the Homestead Credit in favor of an aid program <br />21 might have on its budget or its residents' taxes without some sort of <br />';12 computer program. <br />z3 Both the City Manager and the Mayor Pro Tem indicated there was no <br />24 assurance that the $185,000 being sought now would cover all the project <br />25 costs. <br />26 Councilmember Marks reported the latest Minnesota League magazine had <br />27 drawn tax comparisons between various communities and he had noted that <br />28 St. Anthony, which has almost the same population as Savage, had a much <br />29 larger tax liability than the other metropolitan suburb, which made him <br />30 perceive the necessity for having exact data on which to judge the <br />31 tax legislation and protest its inequities. <br />32 Council Action <br />33 Motion by Makowske, seconded by Marks to authorize the payment of <br />34 $500.00 towards the League of Minnesota Cities project to update <br />35 computer tax analysis data and develop information which would allow <br />36 the cities to react and participate knowledgeably in the tax reforms <br />37 proposed for the 1989 legislative session. <br />38 Motion carried unanimousl <br />39 Residents to be Encouraged to Take Leaves to Recycling Center <br />A() Councilmember Enrooth suggested an article in the Newsletter might <br />increase the use of the bins available for composting at the Center and <br />42 help to reduce some of the garbage being hauled to the landfills. <br />
