-5 - <br />Public Works Department Projects Aimed Toward Greater Safety for Walkers <br />2 Councilmember Marks commented that he perceived the striping of the <br />3 walkways in the Silver Lake Road and 29th Avenue intersection would do <br />4 much to provide the above for those leaving buses and other persons <br />5 walking along 29th. He then brought up two other areas where <br />6 conditions might be unsafe which he had mentioned at the last Council <br />7 meeting. Mr. Childs indicated he would again draw the Public Works <br />8 Director's attention to problems with the park steps and the protruding <br />9 manhole cover the next morning. <br />10 Public Forum on Recvclinq Scheduled for Council's November 22nd Meetin <br />11 Mayor Pro Tem Ranallo reported he had been "inundated" with calls the <br />12 previous Wednesday and had four calls waiting for him at home when he <br />13 returned from a meeting Thursday evening. He said he had a hard time <br />14 figuring what had prompted the calls until he had gotten a copy of last <br />15 week's Bulletin where his comments about resident disinterest in the <br />16 recycling had been highlighted. The Councilmember said many of the <br />17 calls had not been "anti -recycling but were rather from residents who <br />18 were disturbed with the process which had been followed in choosing <br />19 Waste Management as the City's only hauler for recyclable materials. <br />20 Some indicated they perceived inadequate notice of the hearing had been <br />21 provided. <br />22 The Notice of the Public Hearing had been published in the Bulletin on <br />September 7, 1988 and the Bulletin newswriter, Larry Jones, indicated <br />z4 he had used his article which gave the hearing date as a reference for <br />25 the article the previous week about which the Mayor Pro Tem was <br />26 speaking. <br />27 Because of the controversy, Mayor Pro Tem Ranallo indicated he "could <br />28 no longer be comfortable with going forward with the process without <br />29 first advertising for bids from waste haulers to do the City's recycling <br />30 and holding some sort of public forum where the residents would be <br />31 invited to voice any concerns they had. He said he was certain staff <br />32 had indicated during the September 27th hearing that the City would <br />33 be going out for bids during the 90 day waiting period, but now was <br />34 told that wouldn't be done. <br />35 Councilmember Enrooth who had served as the Council's liaison person <br />36 on the Recycling Task Force, responded by saying it was his <br />37 understanding of the Waste Management Act that the City had conformed <br />38 to those requirements by seeking proposals from Knutson, Super Cycle, <br />39 Reuters, and Waste Management, Inc. <br />40 Mr. Childs affirmed that state law allows cities to contract for solid <br />41 waste haulers without going for bids as long as there is a 90 day <br />42 interim between the adoption of the resolution after a public hearing <br />43 indicating "the City's intent to organize the collection of solid <br />^4 waste in the City and inviting the participation of interested persons <br />in planning and establishing the organized garbage collection."
