CITY OF ST. ANTHONY VILLAGE <br />STATE OF MINNESOTA <br />RESOLUTION 14-058 <br />A RESOLUTION APPROVING THE AGREEMENT FOR RESIDENTIAL SOLID WASTE AND <br />RECYCLING COLLECTION SERVICES IN SAINT ANTHONY VILLAGE BETWEEN THE <br />CITY AND THE CONSORTIUM OF REPUBLIC SERVICES, WALTERS RECYCLING AND <br />REFUSE, AND WASTE MANAGEMENT AND AUTHORIZING <br />THE MAYOR AND CITY MANAGER TO EXECUTE SAID AGREEMENT <br />WHEREAS, the City of St. Anthony Village (the "City') currently has an open solid <br />waste collection system with three (3) residential solid waste collectors <br />licensed in the City in 2014: Allied Waste Services of North America, LLC <br />dba Allied Waste Services of the Twin Cities - Eden Prairie // Republic <br />Services of the Twin Cities - Eden Prairie, a Delaware limited liability <br />company; Walters Recycling and Refuse, Inc., a Minnesota corporation; <br />and Waste Management of Minnesota, Inc., a Minnesota Corporation <br />(collectively, the "Haulers'); and <br />WHEREAS, pursuant to and in accordance with Minnesota Statutes section 115A.94 <br />("Organized Collection Statute"), the City and the Haulers have engaged <br />in exclusive negotiations to develop a proposal whereby the Haulers, as a <br />consortium, will collect solid waste and recyclables from designated <br />sections of the City; and <br />WHEREAS, as a result of the negotiations between the City and the Haulers, the <br />Haulers have submitted a proposal for the organized collection of solid <br />waste and recyclables that meets the criteria required by the Organized <br />Collection Statute ("Proposal"), along with a Draft Agreement for <br />Residential Solid Waste and Recycling Collection Services in Saint <br />Anthony Village ("Draft Agreement"); and <br />WHEREAS, the City Council received the Proposal and Draft Agreement at a Special <br />City Council meeting held on June 30, 2014; and <br />WHEREAS, the City Council discussed the Proposal at the July 8, 2014 City Council <br />meeting and asked City staff to meet with the Haulers again regarding <br />certain requested revisions to the Proposal; and <br />WHEREAS, City staff subsequently met with the Haulers to address the City <br />Council's requests, and the Haulers addressed these requests in a revised <br />Proposal ("Revised Proposal"); and <br />
