Resolution 14-067• a Resolution Accepting the South St Anthony Regional Storm Water <br />Treatment System Project Plans and Specifications and Ordering Advertisement for Bids. <br />Justin Messner. WSB & Associates. presenting. <br />City Engineer Messner presented a map depicting the location of the proposed storm water <br />treatment system project and explained that the site will be used as a research facility for <br />MWMO to determine the effectiveness of an alum oxide filtration system and a sand filter <br />system installed on the site. He stated the goal is to treat the water coming from the City's storm <br />sewer and removing the phosphorous before it goes into the Mississippi River. He stated the <br />project will monitor the amount of phosphorous being removed and whether other chemicals are <br />being removed from the storm water before heading south into Minneapolis and into the <br />Mississippi River. He stated the project is entirely funded by a $1.2 million grant from MWMO <br />and bids will be opened on December 17, 2014, and the project has a deadline of summer 2015. <br />Councilmember Jenson requested further information about the location of the drainage area. <br />City Engineer Messner stated that the drainage area is located in the right of way of Highway 88 <br />and the chamber will be installed underground with some small monitoring equipment on the <br />site. He added there is currently a sampling manhole on the site that MWMO uses to collect <br />samples and a monitoring system that monitors rainfall data. <br />Motion by Councilmember Stille, seconded by Councilmember Jenson, to adopt Resolution 14- <br />067; a Resolution Accepting the South St. Anthony Regional Storm Water Treatment System <br />Project Plans and Specifications and Ordering Advertisement for Bids. <br />Motion carried 4-0. <br />E. Ordinance 2014-04; an Ordinance Amendina Sections &32.04, 02.05, §32.07, 02.24 <br />and &32.26. Related to the Planning Commission and the Parks Commission. Mark <br />Casey, City Manager, presenting. (first readtngZ <br />City Manager Casey explained that the proposed ordinance amendment enables the City Council <br />to appoint the chair and vice chair of the Parks and Planning Commissions. He stated the <br />amendment also provides a stipend for the Parks Commission members of $25 per meeting <br />attended and $35 per meeting attended for the chair, as well as an increase of $10 per meeting <br />attended for the Planning Commission members. <br />Motion by Councilmember Roth, seconded by Councilmember Jenson, to approve First Reading <br />of Ordinance 2014-04; an Ordinance Amending Sections §32.04, §32.05, §32.07, §32.24 and <br />§32.26, Related to the Planning Commission and the Parks Commission. <br />Motion carried 4-0. <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. <br />City Manager Casey announced a public information meeting on Wednesday, October 22nd, at <br />6:30 p.m. regarding proposed alley improvements to the alley located between Silver Lake Road <br />and Coolidge.
