City Council Regular Meeting Minutes <br />October 14, 2014 <br />Page 3 <br />Ms. Mabel Smebakken stated their class is split into groups focusing on areas such as water <br />management, waste management, and different types of energy use, and her group is working on <br />data collection from cities across the Midwest, including St. Anthony, Falcon Heights, and <br />Lauderdale, to collect information the cities are presenting in terms of sustainability -related <br />measures taken by the cities and finding ways to measure their goals and accomplishments. <br />8 Ms. Emma Siegworth stated she is working with the greenhouse gas reduction planning group <br />9 studying major sources of greenhouse gases and how small communities plan on reducing these <br />10 gases and what residents can do to reduce their greenhouse gases. <br />11 <br />12 Mr. Massel Bostan stated his group is studying solid waste, recycling, and waste management <br />13 occurring in St. Anthony, Falcon Heights, and Lauderdale and are colleting data on what the <br />14 communities are doing and ways to improve recycling and waste management. <br />15 <br />16 Mr. Jared Nelson announced the Sustainability Fair would be held on Thursday, November 20'h, <br />17 at 5:30 p.m. at Silverwood Park and stated they will have presentations and suggestions on <br />18 becoming more sustainable and the event is free and open to the public. <br />19 <br />20 Mayor Faust thanked the students for their presentation and applauded their work on <br />21 sustainability. <br />22 <br />23 B. Resolution 14-065; a Resolution Authorizing a Joint Powers Agreement between the City_ <br />24 of Minneapolis and the City of St. Anthony Village. Mark Casey, City Manager, <br />25 presenting. <br />26 <br />27 City Manager Casey explained that the Joint Powers Agreement formalizes an existing <br />28 agreement with Minneapolis for billing for utility services on 32 parcels that border the City, <br />29 adding that the agreement allows Minneapolis to certify any delinquent billing amounts. <br />30 <br />31 Motion by Councilmember Roth, seconded by Councilmember Stille, to adopt Resolution 14- <br />32 065; a Resolution Authorizing a Joint Powers Agreement between the City of Minneapolis and <br />33 the City of St. Anthony. <br />34 <br />35 Motion carried 4-0. <br />36 <br />37 C. Resolution 14-066; a Resolution to Support the St. Anthony -New Brighton School <br />38 District 282 Referendum for the Replacement of the Current Operating Levy and a <br />39 Curriculum and Technologv Capital Project Levy. <br />40 <br />41 Motion by Councilmember Stille, seconded by Councilmember Jenson, to adopt Resolution 14- <br />42 066; a Resolution to Support the St. Anthony -New Brighton School District 282 Referendum for <br />43 the Replacement of the Current Operating Levy and a Curriculum and Technology Capital <br />44 Project Levy. <br />45 <br />46 Motion carried 4-0. <br />47 <br />
