Chief Sitarz stated a higher level of trained personnel would have been present at <br />3 that situation. <br />4 <br />5 Councilmember Stille stated the cost per City was $1100 last year and asked if that would be the <br />6 cost ongoing. Chief Sitarz stated the range could go up to $1700 or $2000. The opportunity for <br />7 grants is very significant. The budget will reflect $1500. New purchases have been coming from <br />8 grant funding. <br />9 <br />10 Councilmember Roth asked if full time and part time staff would be trained and Chief Sitarz <br />11 stated they would have three full-time and one part-time trained to start with. Councilmember <br />12 Roth asked if the firefighters would be paid for this additional training and Chief Sitarz stated <br />13 they would be paid. <br />14 <br />15 Mayor Faust asked if there is a validated reason for having all of the equipment. He cautions the <br />16 group to be judicious on the equipment. <br />17 <br />18 Motion by Councilmember Stille, seconded by Councilmember Jenson to approve Resolution <br />19 14-072, a resolution authorizing a Joint Powers Agreement with North Suburban Hazardous <br />20 Materials Team. <br />21 <br />22 Motion carried unanimously <br />23 <br />24 C. St. Anthony Villaee HEARTSafe Community. <br />25 <br />26 Fire Chief Mark Sitarz and Firefighter Joe Benik reviewed HEARTSafe Communities is a <br />27 program designed to promote survival from sudden out-of-hospital cardiac arrest. It is a general <br />28 concept focused upon strengthening the "chain of survival" as described by the American Heart <br />29 Association; it recognizes and stimulates efforts by individual communities to improve their <br />30 system for preventing sudden cardiac arrest (SCA) from becoming irreversible death. <br />31 <br />32 Katie Tewalt, Allina Health, provided information on Cardiac Arrest and survival rates. There <br />33 are 775 residents/staff trained and there are 25 AED's within the City. She presented a certificate <br />34 and two road signs to the Mayor. <br />35 <br />36 In the basic HEARTSafe model, Allina Health establishes a set of minimum criteria its <br />37 communities must meet in order to achieve HEARTSafe status. These should be goals that <br />38 support the chain of survival, such as widespread CPR instruction, public access defibrillators, <br />39 and aggressive resuscitation protocols for first responders and area hospitals. <br />40 <br />41 The St. Anthony Fire Department has been in pursuit of this designation for over the past 2 <br />42 years. We have tried to increase our reach into the community by providing both CPR and AED <br />43 training, AED registrations, and a commitment to continued CPR training and certification for <br />44 the members of the Fire Department. With the guidance from Allina Health and dedicated <br />45 personnel from the Fire Department, we are happy to say that we have successfully achieved this <br />
