Resolution 14-074; a resolution accepting an Amendment to the 2015 Street & Utility <br />Improvement Feasibility Report. <br />City Engineer Todd Hubmer reviewed the resolution with the Council and indicated that this <br />additional item would be an amendment to the 2015 Street and Utility Improvement Feasibility <br />Report and project. <br />8 Councilmember Stille stated that the map references 22 properties that would be affected but <br />9 only 14 properties were listed for assessment and asked for additional information. <br />10 <br />11 City Engineer Hubmer explained that 22 properties would be affected by the project but only 14 <br />12 properties contribute drainage and receive benefit therefore being assessed. <br />13 <br />14 Councilmember Jenson asked if any public comments had been received. <br />15 <br />16 City Engineer Hubmer stated that three petitions were received and a neighborhood meeting was <br />17 held. He advised that a few adjustments had been made to the proposed project and advised that <br />18 another neighborhood meeting would be held in the spring. He advised that the additional item <br />19 would be bid as an alternate in the case that the price is too high. <br />20 <br />21 Motion by Councilmember Roth, seconded by Councilmember Gray, to adopt Resolution 14- <br />22 074; a resolution accepting an Amendment to the 2015 Street & Utility Improvement Feasibility <br />23 Report. <br />24 <br />25 Motion carried unanimously. <br />26 <br />27 B. Resolution 14-075; a resolution approving the Plans and Specifications and Order <br />28 Advertisement for Bids for the 2015 Street & Utility Improvement proiect. <br />29 <br />30 City Engineer Todd Hubmer reviewed the resolution with the Council and summarized the items <br />31 included in the project as proposed. He identified the project area and advised that staff has met <br />32 with the residents included in the project area to discuss the proposed improvements. He noted <br />33 that portions of the project would be bid as alternates to provide options to residents in 100 <br />34 percent assessment areas. He advised that staff would speak with all residents proposed for <br />35 assessment once the bids are received to further discuss the potential assessments. He reported a <br />36 proposed total project cost of $2,800,000 and reviewed the rates of assessment for each portion <br />37 of the project. He advised that staff has received some resident comments and petitions, noting <br />38 that staff will continue to meet with residents to discuss potential assessments. He reviewed the <br />39 project schedule, noting that the second round of public information meetings would be held in <br />40 January of 2015 with the contract being awarded in February, and construction to begin in May. <br />41 <br />42 Mayor Faust stated that it appears this will be a busy year cleaning up irritant issues. He stated <br />43 that he was pleased to see the commitment of $50,000 towards the LED lighting. <br />44 <br />45 Councilmember Roth referenced the projected cost funding asked for additional information <br />46 regarding the different rates of assessment for certain aspects of the project. <br />
