City Council Regular Meeting Minutes <br />November 25, 2014 <br />Page 3 <br />City Engineer Hubmer provided clarification between the types of assessment, noting that streets <br />and local drainage are assessed at a rate of 35 percent to the benefiting property. <br />Councilmember Roth referenced the golf course property and potential drainage issues near the <br />sidewalk area. <br />8 City Engineer Hubmer reported that a large drain tile project was conducted on the golf course <br />9 previously. He noted that the sidewalks in that area are owned by the Minneapolis Park District <br />10 and therefore the City does not have authority over that area. <br />11 <br />12 Councilmember Roth questioned if the contractor would be conducting the entire scope of work <br />13 or whether subcontractors would be used. <br />14 <br />15 City Engineer Hubmer noted that subcontractors may be used for some aspects, such as <br />16 electrician services, but believed the contractor should be able to complete the scope of work <br />17 described. <br />18 <br />19 Councilmember Stille questioned the lifespan of the LED lighting to ensure that the lifespan <br />20 would last throughout the bonding term. <br />21 <br />22 City Engineer Hubmer estimated a useful life of 20 years. <br />23 <br />24 Councilmember Jenson asked for additional information regarding the possible alternative <br />25 options for the alley. <br />26 <br />27 City Engineer Hubmer advised that there would be a concrete alternative along with a mill and <br />28 overlay alternate, noting that the mill and overlay option would be at a lesser cost. <br />29 <br />30 Mayor Faust advised that work would not be done along Silver Lake Road, with the exception of <br />31 the LED lighting maintenance. <br />32 <br />33 Motion by Councilmember Stille, seconded by Councilmember Jenson, to adopt Resolution 14- <br />34 075; a resolution approving the Plans and Specifications and Order Advertisement for Bids for <br />35 the 2015 Street & Utility Improvement project. <br />36 <br />37 Motion carried unanimously. <br />38 <br />39 VI. PROCLAMATIONS AND RECOGNITIONS. <br />40 <br />41 A. Presentation by Ramsey County Sheriff Matt Bostrom. <br />42 <br />43 Ramsey County Sheriff Bostrom explained the differences between the Sheriff s Department and <br />44 Police Department of the City, noting that services are not duplicated between the two offices. <br />45 Police Officer has authority in the City they are appointed but the Sherriff s Office has authority <br />46 in every city they service, noting that this creates a great partnership and opportunities for <br />
