CITY OF ST. ANTHONY <br />PLANNING BOARD MINUTES <br />October 19, 1976 <br />Lacking a quorum, the Planning Board members present (Hiebel, Cowan, <br />Rymarchick•) discussed signs and sign regulations with Jack Lawrence <br />of Signcrafters, Inca Mr. Lawrence spoke of a trend in the sign in- <br />dustry towards more self regulation and argued the advantages of <br />moderate sized, tastefully done, free-standing signs over excessive <br />sign area on buildings. Numerous questions were raised by the Board <br />members present about sign visibility, specifications, and regulations. <br />It was suggested that other speakers could be invited to give other <br />perspectives. Mr. Marks arrived at 8:10 P.M. and the discussion con- <br />tinued. <br />The October 19th Planning Board meeting was called to order by Vice <br />Chairman Hiebel at 9:01 P.M. <br />Present at roll call: Cowan, Rymarchick, Marks and Hiebel <br />Absent: Johnson, Letourneau, Bowerman <br />Also present: Jim Fornell, Administrative Assistant <br />Motion by Rymarchick seconded by Hiebel to approve the September 21, <br />1976 Planning Board minutes with the following correction: <br />Paragraph 2, Page 5, "look" not "lood" <br />Motion carried unanimously. <br />The Board discussed the letter from Larry Vickrey concerning adminis- <br />trative and legislative procedures for reviewing requests for land <br />use changes. <br />Mr. Cowan felt that a tightening of the procedures is probably warrant- <br />ed and cited Mr. Hedlund's P.U.D. application and its lack of conform- <br />ance with the submission requirements. He felt that the staff should <br />probably have cancelled the hearing because the proper comprehensive <br />information was not submitted. <br />Mr. Fornell responded that he had talked with Mr. Hedlund about the re- <br />quirements at least three times and would not feel comfortable making <br />a determination whether the information submitted is not complete <br />enough to warrant cancelling or postponing a public hearing. <br />George Marks felt that a procedures booklet should be drafted to assist <br />Planning Board members, especially new ones, and volunteered his services <br />to prepare one. The Board thought it a good idea and encouraged him to <br />work with City staff. <br />
