Pg. 4 <br />Motion carried unanimously. <br />The Manager reported that the County Assessor had informed the City Assessor <br />that if the City was not willing to apply the 5% increase in valuation to all <br />city properties not being reevaluated by the city assessor for the purpose <br />of setting the amounts of property taxes as requested by the County the tax <br />department would add the 5% to assessments for all city properties with no <br />differentiation made for 25% of the properties in the City which had already <br />been reevaluated by the City Assessor. <br />The Mayor then said there was no action required by the Council but directed <br />the City Assessor to comply with the County directives regarding the 5% raise. <br />fir. Comstock then distributed copies of the first draft of the Comprehensive <br />Sewer Plan which he had prepared at Council direction to comply with a request <br />from the Metropolitan Waste Control Commission for such data. The Council <br />were to study the report and submit any additions or changes they felt should <br />be made before the plan is presented for adoption at the next Council meeting. <br />The Attorney left the meeting at 8:53 P.M. <br />Mr. Comstock reported on his negotiations with the Minnesota Highway Dept. <br />to secure state aid for the cost of installing right turning lanes on 29th <br />Avenue. The Council indicated that the engineer should report back at the <br />1st meeting in February. <br />The Council determined that the meeting scheduled for February 24th would <br />illegally conflict with the precinct caucuses and made the following motion: <br />Motion by Councilman Sundland, seconded by Councilman Haik to hold the meeting <br />of the Council scheduled for February 24 on Monday, the 23rd of February if <br />a meeting is necessary. <br />Motion carried unanimously. <br />A request from Howard Dahlgren, City Planner, that he be allowed to give his <br />recommendations regarding the proposed zoning ordinance orally to the Council <br />prompted the following change in meeting date: <br />Motion by Mayor Miedtke, seconded by Councilman Sundland to change the date <br />for the Joint meeting of the Planning Board and the Council to consider the <br />new zoning ordinance from January 26 to February 12 or to any other date on <br />which an early evening meeting can be arranged at which Mr. Dahlgren may <br />address both the Planning Board and Council. <br />Motion carried unanimously. <br />Confirmation of the presentation of the AFS certificates during the Council's <br />January 27th meeting was made. <br />Councilman Stauffer and fir. Fornell discussed the priority which was intended <br />to be given to the use of Community Development Block Grant funds for the <br />promotion of low and moderate income housing in the community. <br />
