CITY OF ST. ANTHONY <br />COUNCIL MINUTES <br />March 9, 1976 <br />The meeting was called to order by Mayor Miedtke at 7:40 P.M. <br />Present for roll call: Sundland, Haik, Miedtke, Stauffer, Sauer. <br />Also present: Jerry Dulgar, City Manager <br />Larry Vickrey, City Attorney <br />I.C. Comstock, City Engineer <br />Motion by Councilman Sauer, seconded by Councilman Sundland to approve <br />the minutes for the Council meeting held February 10, 1976. <br />Motion carried unanimously. <br />Representative Steven Novak again appeared before the Council to <br />personally present the House version of the Metropolitan Planning and <br />Land Use bill and discuss its passage through the State Legislature. <br />He also gave a brief resume of other legislation in which city officials <br />had indicated an interest. <br />Since action was tabled on all matters considered by the Planning Board <br />at its meeting February 17, 1976, no one appeared from that body and the <br />minutes were filed. <br />Mr. R.C. Sopcinski read a progress report from the Sewer Study Committee <br />of which five other mergers were in attendance. Included in the <br />recommendations of the report was the request that at least 6 hours each <br />should be given to the committee for research and discussion by the <br />engineer. Mr. Dulgar said he believed he might be able to answer some <br />of the 23 questions which were directed to the Engineer and Mr. Comstock <br />said he might not have at his disposal the information necessary to <br />reply to such questions as those dealing with the ability of Minneapolis <br />and Roseville to handle more of the City's sanitary sewer flow. <br />Motion by Councilman Sundland, seconded by Councilman Sauer to authorize <br />the Engineer to spend up to 15 hours in research and meetings with the <br />Sewer Study Committee at the direction of the City Manager. <br />Motion carried unanimously. <br />Mr. Dulgar then informed the Council .at it had come to his attention <br />that more residents were installing drain tiles in their homes with some <br />being connected to the sanitary sewer lines and he felt some specific <br />regulations should be established to require a permit with a minimal <br />fee set for any installation of drain tile so that the City could have <br />better control of the situation. <br />Following a discussion of whether more publicity would effectively <br />in orm the public about the problem of illegally installed drain tile, <br />-the following motion was made: <br />
