Page 2 <br />Motion by Councilman Sundland, seconded by Councilman Stauffer to <br />direct the Manager to prepare an ordinance requiring a permit for the <br />installation of drain tile and establishing an inspection fee. <br />Motion carried unanimously. <br />Motion by Councilman Haik, seconded by Councilman Stauffer to adopt <br />Resolution 76-015. <br />RESOLUTION 76-015 <br />RESOLUTION AUTHORIZING SUBMISSION OF THE CITY OF <br />ST. ANTHONY GRANT APPLICATION TO HENNEPIN COUNTY <br />FOR INCLUSION IN THE URBAN HENNEPIN COUNTY COMMUNITY <br />DEVELOPMENT BLOCK GRANT APPLICATION, IN ACCORD WITH <br />THE HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974. <br />Motion carried unanimously. <br />In compliance with the recommendations of the City Engineer as set <br />forth in his memorandum of March 4, 1975,the following motion was made: <br />Motion by Councilman Stauffer, seconded by Councilman Haik to drop any <br />further action on a legislative claim for a larger compensation and to <br />proceed to attempt to collect on the basis of $1,500 per mile per year <br />as suggested by the Commissioner of Highways as recompense for damage <br />done to 29th Avenue when it served as a detour while St. Anthony Blvd. <br />was being reconstructed. <br />Motion carried unanimously. <br />Motion by Councilman Sauer, seconded by Councilman Haik to approve the <br />labor agreement with Local No. 49 representing the Maintenance Dept. <br />as presented by the Manager and to authorize the necessary signatures. <br />Motion carried unanimously. <br />The final plans for reconstructing 29th Avenue with right hand turns <br />eliminated were presented to the Council and a number of interested <br />residents by Mr. Comstock who reported that the State Highway officials <br />had indicated they were interested in having the sidewalks included in <br />the final plans if they are to be installed on the street. <br />Stan Mirocha, of the T.A.P. Executive Committee reported that the <br />proposition for sidewalks had been tur_ed down by a 5 to 1 vote at the <br />meeting of the residents of 29th the previous Thursday. Omar Shabaz <br />added that there were 32 households represented at the meeting but only <br />28 participated in the optional vote which was taken. Mrs. George Steiner <br />said the vote did not indicate that some areas of 29th Avenue might not <br />need sidewalks but only reflected the residents' desire that the question <br />should not delay the start of construction of the roadway. This was <br />confirmed by Gary Bentler who said he understood this was the thinking <br />of some of those who voted against the sidewalks. <br />
