2 <br />Mr. Hiebel informed the Council that the Board had completed their work on the <br />proposed zoning ordinance. <br />Mr. Jim Gahagen of the Bicentennial Dance Committee reported that the February <br />25th affair had been a financial success with the realization of a profit of <br />$720.3$. Of this amount $500.00 will be given to the St. Anthony High School Band <br />and $150.00 would be returned to tha 5icci.te:lnial Committee coffers with any <br />remaining funds to be sent there also after all bids which might be outstanding <br />have been paid. <br />Councilman Haik thanked Mr. Gahag m for the fine work done by his committee, <br />saying the dance had proved to be a great morale builder for the entire community. <br />Mr. Gahagan told the Council his committee felt the dance should be repeated in <br />two years which would allow enough preparation time. <br />Motion by Councilman Haik, seconded by Councilman Stauffer to commend the Bicenten- <br />nial Dance Committee for the success of the dance project and to accept the <br />check which repaid the seed more/ provided by the City to the committee. <br />Motion carried unanimously. <br />Councilman Haik then was instructed to facilitate the funds necessary to make the <br />awards to the St. Anthony High School students who won the debate contest which <br />was a Bicentennial event conducted by Miss Westrom of the high school. <br />Mr. Dulgar read Ordinance 1976-003. <br />ORDINANCE 1976-003 <br />AN ORDINANCE RELATING TO THE CITY'S PERSONNEL POLICY; <br />ADDING FUNERAL LEAVE BENEFITS; ELIMINATING LONGEVITY <br />FOR NEW EMPLOYEES NOT COVERED BY UNION AGREEMENTS; <br />AND PROVIDING FOR EMPLOYEE OPTIONS FOR LONGEVITY <br />BENEFITS IN CERTAIN CASES; AMENDING SECTION 135:36 <br />OF THE 1973 CODE OF ORDINANCES AMD ADDING A NEW SECTION <br />135:37 THERETO. <br />Motion by Councilman Sundland, seconded by Councilman Haik to waive further <br />readings and adopt Ordinance 1976-003. <br />Motion carried unanimously. <br />Mr. Pat Carline, 7440 Van Buren, appeared to protest the $250 license fee for the <br />Pilgrim Cleaners Laundromat which he operates at 2407 Lowry Avenue N.E. He said he <br />felt he was actually paying the City for the privilege of staying in business and <br />felt the licensing was actually for the coin operation of his machines. He <br />questioned whether the license was not discriminatory asking what other businesses <br />had to pay similar license fees and wondered what he got in return for the fee. <br />Many of the licenses listed in the agenda for the evening especially those for <br />restaurants, service stations, rubbish hauling and bowling alleys were cited as <br />the examples he wanted. Others such as engine starting services and billrard <br />parlors were also mentioned with the Manager informing the applicant that all <br />vending machines in the City are licensed. <br />Mr. Carline was also told that the maximum fee for Pilgrim Cleaners had been <br />reduced from $430 three years ago because the City at that time felt the maximum <br />fee of $250 was a more realistic amount to compensate the City for the administrat- <br />
