He stated the first reading occurred on <br />August 12 and there are no changes to the proposed ordinance. <br />Motion by Councilmember Stille, seconded by Councilmember Jenson, to waive the second <br />reading and adopt the third reading of Ordinance 2014-02 ; an Ordinance Amending Chapter <br />§ 111.045 through § 111.057 Pertaining to Tobacco. <br />Motion carried 4-0. <br />G . Ordinance 2014-03; an Ordinance Amending Chapter § 131.21 pertaining to Drug <br />Paraphernalia (first reading). Mark Casey, City Manager, presenting. <br />City Manager Casey presented the amended drug paraphernalia ordinance and advised that the <br />previous ordinance was outdated and incomplete and the proposed amendments provide current <br />language and increase the clarity of the ordinance. <br />Motion by Councilmember Roth, seconded by Councilmember Jenson, to waive the first and <br />second reading and adopt the third reading of Ordinance 2014-03; an Ordinance Amending <br />Chapter § 131 .21 Pertaining to Drug Paraphernalia. <br />Motion carried 4-0. <br />H. 2015 Proposed Budget Presentation. Shelly Rueckert, Finance Director, presenting. <br />Finance Director Rueckert reviewed the 2015 budget calendar and budget parameters and stated <br />the 2015 budget maintains the present level of City services , salaries in the 2015 budget are set at <br />the estimated union settlements for cost of living increases , and 2015 health insurance premiums <br />will increase by 10.5% with the City's share of the premium included at the estimated union <br />settlement. She stated the pension funding requirements for non-police and fire were increased <br />by 3.5% and by 5.9% for police and fire, workers ' compensation costs are budgeted at a 13% <br />increase, property, casualty and liability costs increased by 12 .25%, and the City has budgeted an <br />increase in utility costs of 5.1 % based on consumption. She stated the General Fund and overall <br />levy will be increased $218 ,900 for a total levy of $5 ,83 I , 73 7. She stated the 2015 budget <br />includes an increase in LGA of $62,000 and she discussed the impact oflevy relief and debt levy <br />reduction and also reviewed the cumulative use of LGA. She stated the 20 15 proposed General <br />Fund levy is $3,321 ,210, the City will once again levy $50,000 for the capital improvement fund , <br />the City 's road improvement debt is scheduled to increase by $15 ,145 , the remaining lease <br />revenue bonds and tax abatement bonds total $65 ,033 , and there is a slight decrease in the HRA <br />levy, resulting in an overall increase of $2 18 ,900 or a 3. 9% increase in the levy over 2014. She <br />stated that the average homeowner paid $813.14 for City services during 2014 or $67.76 per <br />month and the average homeowner paid $460. 70 for the road reconstruction program during <br />2014 or $38.40 per month . She indicated that since 1999, the City has received approximately <br />$18 million in grants and donations that equates to $2,276 per resident. She stated the 2015 <br />general operating budget is $6, 705 , 729 , liquor operation transfers planned in 2015 equals <br />$395,444, and the proposed increase in all levies is $218,900. She indicated the City Council <br />will adopt the proposed 2015 operating budget and property tax levy on September 9 , 2014, with <br />final adoption of the 2015 operating budget and levy on December 9, 2014. <br />Councilmember Jenson requested comment about the double-digit increases in health insurance, <br />workers ' compensation, and property, casualty, and liability insurance. <br />5
