Highway Safety Improvement Program CHSIP) Presentation. Todd Hubmer, Ci ty <br />Engineer, WSB & Associates, presenting. <br />City Engineer Hubmer explained that in June 2013 the City submitted for a construction project <br />that includes intersection improvements and sidewalk upgrades to meet ADA requirements and <br />in April 2014 the City was notified it had received $690,000 in grant money for this effort. He <br />presented a map of the project location and stated the s idewalk improvements include the east <br />side of Stinson Boulevard from 3 ih A venue to Silver Lane as well as a sidewalk segment on the <br />south side of 3 i 11 A venue from Highcrest Road to Stinson Boulevard, adding that this is part of <br />the Safe Routes to School plan. He advised that countdown timers and APS for the visually <br />impaired are included in the project along with additional signal heads in some locations, <br />relocating push buttons for easier access, adjusting pedestrian ramps to provide a safe haven, as <br />well as upgraded pavement markings. He advised that the grant requires a local match of I 0% or <br />approximately $77,000 and the City is working with its County partners to see if money is <br />available to assist the City . He reviewed the HSIP grant require ments and stated the design <br />needs to be consistent with State design standards, a Federal environmental document needs to <br />be completed, any right of way acquisition has to follow the Federal process, and the project <br />must be completed by June 2016. He presented the project schedule and stated that an informal <br />open house has been scheduled for Monday, September 15 111 , from 4:30-6:30 p.m. at City Hall <br />and another open house will be held in December. He stated that right of way certifications must <br />be obtained by early 2016 and the project let for construction in March 2016 with construction <br />starting in June and completed by November 2016. <br />Councilmember Roth asked about the APS s ignal s and whether there are ways to deflect the <br />sound so that it does not impact the residential homes nearby. <br />City Engineer Hubmer stated there are ways to direct the sound and the APS signals will be <br />audible to nearby homes, adding that the signal at 33rd Avenue uses APS technology and the <br />signal beeping is audible to nearby residents. <br />Mr. Jerome Shaddrick, 2510 3 7111 A venue, approached the City Council and asked if the City had <br />a plan in place for what homeowners are supposed to do with the snow. He stated it is <br />sometimes hard for them to find a place to dump the snow and asked if the City would take care <br />of it if a s now bank gets too high. <br />Mayor Faust stated that when snow piles become a safety issue, the Public Works department <br />will knock down the snow piles as needed adding that it would behoove residents to call City <br />Hall if there is an issue with the snow piles on the sidewalks to eliminate any safety issues. <br />F. Ordinance 2014-02; an Ordinance Amending Chapter §111.045 through §111.057 <br />Pertaining to Tobacco (second reading). Mark Casey, City Manager, presenting . <br />City Manager Casey stated that on November 13 , 2013 , the City Council adopted an ordinance <br />imposing a moratorium on the creation, establishment, or operation of businesses that sell <br />electronic cigarettes or on the sampling of electronic cigarettes and related products and the <br />moratorium is set to expire in November. He stated the amended tobacco ordinance includes <br />language addressing electronic cigarettes and related devices and if adopted, electronic cigarettes
