City Manager, presenting. <br />23 <br />24 City Manager Casey presented the proposed amendments to the Ordinance and advised this is the <br />25 second of three readings and no comments have been received since the First Reading. <br />26 <br />27 Motion by Councilmember Roth, seconded by Councilmember Gray, to approve Second <br />28 Reading of Ordinance 2014-04; an Ordinance Amending Sections §32.04, §32.05, §32.07, <br />29 §32.24 and §32.26, Related to the Planning Commission and the Parks Commission. <br />30 <br />31 Motion carried unanimously. <br />32 <br />33 B. Resolution 14-070; a Resolution Conditionally Granting the Consent to the Transfer of <br />34 Control of the Cable Television Franchise and Cable Television System from Comcast <br />35 Corporation to GreatLand Connections, Inc. Mark Casey, City Manager, presenting. <br />36 <br />37 City Manager Casey introduced Mr. Mike Bradley, the attorney for the North Suburban <br />38 Communications Commission. <br />39 <br />40 Mr. Bradley explained that the Franchise Agreement among the ten Member Cities is set to <br />41 expire the end of November. He stated the Memorandum of Understanding that contains a <br />42 significant amount of consideration for the franchises is also set to expire the end of November. <br />43 He stated that all of the Member Cities have denied Comcast's request for franchise renewal and <br />44 the matter is pending before the Office of Administrative Hearings. He stated that the North <br />45 Suburban Communications Commission and Comcast have reached agreement to extend the <br />46 cable franchises and Memorandum of Understanding and address some noncompliance issues <br />47 that remain outstanding; in addition, the Member Cities are being asked to extend the Comcast <br />48 franchise for two years and to approve a cable franchise transfer application that Comcast has <br />
