The General Fund is the chief operating fund of the City of St. Anthony, Minnesota. At the end <br />of the current fiscal year, unassigned fund balance of the General Fund was $2,074,490, while <br />total fund balance reached $2,148,539. As a measure of the General Fund's liquidity, it may be <br />useful to compare both unassigned fund balance and total fund balance to total fund <br />expenditures. Unassigned fund balance represents 34% of total General Fund expenditures and <br />total fund balance represents 35.2% of that same amount. <br />During the current fiscal year, the fund balance in the General Fund increased by $173,202. <br />The Street Improvement Debt Service Fund decreased by $1,734,319 as debt was refinanced in <br />2012 and proceeds were used for retirement of debt in early 2013. <br />The HRA Debt Service Fund decreased by $30,564 as annual revenue collected and transfers in <br />was less than annual debt service requirements. <br />The Street Improvement Projects Fund decreased by $104,339 substantially due to the closing <br />transfer of certain improvement funds to their related debt service fund. <br />The HRA Projects Funds increased by $29,515 substantially due to the payments for pay as you <br />go notes loans being accrued in the current periods to match revenue. <br />The 2012 Street Improvement Project fund decreased by $38,387 due to final construction costs <br />paid. <br />The 2013 Street Improvement Project fund increased by $481,996 due to bond proceeds received <br />less current construction expenditures. <br />The 2014 Street Improvement Project fund decreased by $138,667 due to preliminary <br />engineering costs prior to construction, 2014 bonding proceeds will be used to repay these <br />preliminary expenditures. <br />Non -major Special Revenue Funds decreased by $80,369 to a balance of ($97,479) substantially <br />due to a $145,000 transfer of Community Center funds to the building improvement fund, offset <br />by HRA and Recycling fund balances increasing. <br />Non -major Debt Service Funds had a total fund balance of $1,981,209, all of which is restricted <br />for the payment of debt service. The net increase in fund balance during the current year in the <br />non -major debt service funds was $308,074, of which $114,063 represents the addition of the <br />2013 Street Improvement Bond Fund. <br />Non -major Capital Project Funds had a total fund balance of $1,229,980, an increase of <br />$232,534, which included the transfer from the non -major special revenue funds discussed <br />above. <br />Proprietaryfunds. The City of St. Anthony, Minnesota's proprietary funds provide the same <br />type of information found in the government -wide financial statements, but in more detail. <br />22 <br />
