CITY EXPENDITURE POLICY <br />The expenditure of City funds must be for a public purpose as implied in the statuary <br />requirements set forth by the State policy of the City authorizing the expenditure. <br />As the governing body, the members of the City Council establish policy relating to expenditures <br />of public funds. The Council has established that it is essential that there be communication <br />between the City Council, staff and the community. <br />To enhance and assist with this process, the City Council supports contributing city funds or in- <br />kind services to the following programs: <br />Northwest Youth & Family <br />Village Fest <br />Sister City <br />DARE <br />St. Anthony Orchestra <br />St. Anthony Historical Society <br />Council desires that the City have community involvement and the ability to enhance their skills <br />by networking with outside organizations. The Council supports annual memberships and <br />conferences related to City business or their Department. Examples are, but not limited to: <br />Association of Metropolitan Municipalities <br />Chamber of Commerce <br />International City Managers Association <br />International Institute of Municipal Clerks <br />Kiwanis <br />League of Minnesota Cities <br />Lions <br />Minnesota Association of Urban Management Assistants <br />Minnesota Chiefs of Police Association <br />Minnesota City/County Management Association <br />Minnesota Clerks & Finance Officers Association <br />Minnesota Government Finance Officers <br />Minnesota Mayor's Association <br />Minnesota Municipal Beverage Association <br />Minnesota Public Works Association <br />Minnesota State Fire Chiefs Association <br />Municipals <br />Other: Memberships and Conferences related to City <br />Business or Departments <br />Because many of these events are scheduled during meal times, the City pays for the cost of <br />attendance and the meal. In addition, the City pays for costs associated with annual conferences <br />or conventions of these organizations. <br />Each year, Council supports the recognition of longevity by City employees and authorizes an <br />employee recognition program (see page B-36; E-24) to acknowledge those employees who have <br />completed service in increments of 5 years (5, 10, 15, 20 and etc.). Policy allows for the <br />employees being recognized to receive mugs, t -shirts or small rewards for their accomplishments. <br />134 <br />
