Another significant infrastructure project in 2009 was the reconstruction of Emerald Park <br />at a cost of $1,335,000. Funding came from the issuance of tax abatement bonds. The <br />debt service payments are structured so they have no impact on the taxpayers. They will <br />be offset by a $50,000 reduction in the road levy created by the payoff of the 2003D <br />Road Improvement Bonds and $87,000 added to tax capacity for the decertification of the <br />Chandler TIF District. <br />The 2010 road project provides street and utility reconstruction of Silver Lane from <br />Silver Lake Road to 16`h Avenue SW. It also includes a bituminous mill and overlay for <br />Old Highway 8 (Highway 88 to 33`d Avenue NE) and sidewalk and lighting <br />improvements (Silver Lane from Stinson Boulevard to 16`" Avenue SW). <br />The total costs for this project are estimated to be $2,900,000, with funding sources <br />coming from the City's street reconstruction funds, storm water utility funds, cost <br />participation funds with the Cities of New Brighton and Roseville, Municipal State Aid, <br />water and sanitary sewer utility funds, special assessments and possibly TIF funds. <br />Levv <br />As directed by the City Council, the 2010 Budget was prepared with a 0% increase in the <br />general operating levy. St. Anthony's General Operating Fund levy for 2010 totals <br />$2,945,511 which is the same as the 2009 levy. <br />The levied amount in 2010 is $37,040 under the maximum levy allowed by the State <br />Legislature who implemented Levy Limits that are in affect for years 2009, 2010 and <br />2011. <br />A summary of the 2010 total levy is as follows: <br />General Operating Levy <br />$2,945,511 (General Fund) <br />Road Improvement Levy <br />$1,246,414 <br />Lease Revenue Bonds/Public Facilities <br />$ 403,263 <br />HRA Administrative Levy <br />$ 110,500 <br />Tax Abatement (Central/Emerald Park) <br />$ 76,257 <br />PERA Rate Increase Levy <br />$ 7,500 <br />Total <br />$4,789,445 <br />Changes to the levy included a 0% increase in the General Fund levy; an $186,818 <br />increase to the Road Improvement Levy; a $3,727 increase to the Lease Revenue Bonds/ <br />Public Facilities Levy and the ($3,037) decrease in the Tax Abatement Levy for Central <br />& Emerald Parks, <br />In 2010, the median property valuation of the City equals $238,000 (the median taxable <br />valuation is the number in the middle: 50% lower, 50% higher). The average homeowner <br />in the Village will pay $1,234.81 in "City Property Taxes". <br />A breakdown of the costs includes: $777.34 for the General Operating Levy, $328.94 for <br />the Road Improvement Levy, $106.42 for the Public Facilities Levy, $20.13 for the <br />Central and Emerald Park Tax Abatement Levy; and,$1.98 for the PERA Rate Increase <br />Levy. <br />
