6. Assist in the development, maintenance and coordination of the employee performance evaluation <br />processes. Advises supervisory staff on how to address employee performance and personnel issues. <br />7. Reviews, analyzes, and keeps abreast of changes in state and federal rules and regulations regarding <br />employment and labor relations. <br />8. Assists with recommending, developing, administering, and evaluating human resource policies, <br />procedures, and employee resource guide to ensure they are current and compliant with applicable <br />federal and state laws. Interprets and assures adherence to policies and procedures pertaining to human <br />resource management. <br />9. Prepares reports and maintains records as related to personnel management, as well as to fulfill state <br />and federal requirements. <br />10. Assists with coordination of drug and alcohol testing programs; works with outside providers for <br />referrals to substance abuse professionals and compliance with relevant laws and regulations. <br />11. Assists with overseeing the safety program, committee activities, and meetings. <br />12. Assists the Finance Department with overseeing the worker’s compensation program, including <br />working with claim adjusters, nurse case managers, and qualified rehabilitation consultants; identifies <br />actions to reduce the number and severity of injuries, manages injury on duty and return to work issues. <br />13. Perform all other related duties and responsibilities as apparent or as assigned. <br /> <br /> <br />KNOWLEDGE, SKILLS AND ABILITIES <br />1. Knowledge of the principles and practices of public sector human resources administration; <br />2. Knowledge of the functions, organization, staffing, and operating procedures of various public functions <br />or the ability to acquire such knowledge in a relatively short period of time; <br />3. Knowledge of federal, state, local laws, regulations, and policies affecting human resources and labor <br />relations. <br />4. Knowledge of the principles, practices, and techniques in the negotiation and administration of labor <br />contracts. <br />5. Ability to communicate effectively both verbally and in writing. <br />6. Ability to present proposal and recommendations clearly and effectively in public meetings and in a <br />group setting. <br />7. Ability to organize, direct, and administer a comprehensive human resource program and to develop and <br />implement policies and procedures. <br />8. Ability to develop and maintain effective working relationships with the Finance Director / Executive <br />Director, staff, elected officials, and the public. <br />9. Ability to deal with public relations problems courteously, effectively and tactfully; keep the Finance <br />Director / Executive Director informed of all matters she/he must know in order to perform their job <br />responsibilities effectively. <br />10. Ability to exercise independent judgment and discretion in decision making with minimal supervision. <br />11. Ability to perform duties with tact, diplomacy, and discretion, and to handle private and confidential <br />information appropriately. <br />12. Ability to use critical thinking skills in analyzing situations and developing solutions to human resource <br />related issues and concerns. <br />13. Proficient in the operation of networked equipment, including but not limited to: Microsoft Windows <br />and software programs such as Word, Excel, PowerPoint, Access and Outlook. <br /> <br /> <br /> <br />58
