City Council Regular Meeting Minutes <br />July 14, 2015 <br />Page 4 <br /> <br />on-sale liquor licenses to four and this resolution is the final step in the process for issuing a 1 <br />liquor license to the applicant. 2 <br /> 3 <br />Motion by Councilmember Jenson, seconded by Councilmember Gray, to approve Resolution 4 <br />15-047 a Resolution Approving On-Sale Liquor License for FSA, Inc., Located at 3701 Stinson 5 <br />Boulevard. 6 <br /> 7 <br />Motion carried 4-0. 8 <br /> 9 <br />D. Ordinance 2015-04 an Ordinance Amending Solar City Code. Mark Casey, City 10 <br />Manager, presenting. (Final Reading and Adoption) 11 <br /> 12 <br />City Manager Casey presented the Final Reading of the Ordinance Amending the City’s Solar 13 <br />Code and stated the proposed amendments reaffirmed and validated the City’s sustainability 14 <br />goals and provide clarification on the definition of flush mounted systems, clarify and expand the 15 <br />purpose of the Ordinance, allow solar panels in residential districts, require a Conditional Use 16 <br />Permit for all commercial installations, require proof of structural integrity, allow freestanding 17 <br />solar energy systems in rear yards of residential properties with applicable standards including 18 <br />double side yard setbacks, add standards for light poles, and add design and performance 19 <br />standards for solar energy systems. He advised that since the time of the First Reading, the City 20 <br />has received no comments or calls regarding the proposed amendment. 21 <br /> 22 <br />Councilmember Jenson commended the Planning Commission and City staff for all their work 23 <br />on this Ordinance. 24 <br /> 25 <br />Motion by Councilmember Brever, seconded by Councilmember Jenson, to approve Final 26 <br />Reading and Adopt Ordinance 2015-04 an Ordinance Amending Section 152.008 Definitions 27 <br />and §152.187 Solar Energy Systems to Update Provisions Pertaining to Solar Energy Systems. 28 <br /> 29 <br />Motion carried 4-0. 30 <br /> 31 <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 32 <br /> 33 <br />City Manager Casey reported that the Fire Department recently conducted a haz mat training 34 <br />exercise with North Suburban Haz Mat and the Civil 55th and this exercise provided an excellent 35 <br />hands-on opportunity for the Fire Department and this training will be done on an annual basis. 36 <br />He also reported on his attendance at the League of Minnesota Cities annual conference where 37 <br />the City was recognized for its sustainable efforts and participation in the GreenStep program. 38 <br />He stated the City will begin a pilot for Step 4 in the near future and further information 39 <br />regarding the GreenStep program is available on the City’s website. 40 <br /> 41 <br />Councilmember Jenson reported on his attendance at the League of Minnesota Cities annual 42 <br />conference in Duluth on June 24-26. 43 <br /> 44 <br />Councilmember Gray reported on his attendance at the League of Minnesota Cities annual 45 <br />conference in Duluth on June 24-26. 46 <br /> 47 <br />6
