City Manager Casey presented the terms of the amendment to the Residential Recycling 1 <br />Agreement with Hennepin County. Hennepin County distributes all Select Committee on 2 <br />Recycling and the Environment (SCORE) funds to cities for curbside collection of residential 3 <br />recyclables including organics. Hennepin County has a Funding Policy that determines how the 4 <br />grant funds are distributed to cities. 5 <br /> 6 <br />The City of St. Anthony currently has Residential Recycling Agreement with Hennepin County 7 <br />that expires December 31, 2015. The agreement also includes the Hennepin County Residential 8 <br />Recycling Funding Policy. Hennepin County has made the following changes to their Funding 9 <br />Policy: 10 <br /> 11 <br />1. Extend the contract period from December 31, 2015 to December 31, 2016. 12 <br />2. Incorporate State requirements to expend additional SCORE funds on organics recycling. 13 <br />3. Set the terms and conditions for cities that accept organics funding. 14 <br /> 15 <br />The extended contract will now include funding for organics recycling. Currently the City of St. 16 <br />Anthony does not provide a drop off organics program nor do the haulers provide organics pick 17 <br />up for residents. In the future if the City has an organics component in the recycling program we 18 <br />could apply for additional funds to use towards an organics program expenses. 19 <br /> 20 <br />Organized Collection & SCORE Funds – The City of St. Anthony is now able to use SCORE 21 <br />funds for recycling capital and operating expenses since the City has adopted Organized 22 <br />Collection. These funds are now being applied towards Clean-Up Day, Newsletter, GreenCorps 23 <br />activities and the City’s recycling administration duties. The City will receive an estimated 24 <br />$18,000 in 2016 in SCORE funds. Prior to implementing Organized Collection, 90% of the 25 <br />funds received were required to be credited back to the residents. 26 <br /> 27 <br />Motion by Councilmember Jenson, seconded by Councilmember Brever, to adopt Resolution 15-28 <br />050 a Resolution Authorizing an Amendment to the Residential Recycling Agreement with 29 <br />Hennepin County. 30 <br /> 31 <br />Motion carried unanimously. 32 <br /> 33 <br />VII. REPORTS FROM CITY MANAGER AND COUNCIL MEMBERS. 34 <br /> 35 <br />City Manager Casey reported Night to Unite and Village Fest were held in the past few weeks. 36 <br />He thanked City Staff for their support of these events. 37 <br /> 38 <br />Councilmember Gray noted he attended the North Suburban Communications Association 39 <br />Meeting last Wednesday. Questions about Comcast service concerns were addressed. The School 40 <br />District Board Meetings will be on the same channel as the City uses. Mayor Faust asked if the 41 <br />channel guide has been available for a long time. Mr. Casey stated he has just recently seen the 42 <br />channel guide. 43 <br /> 44 <br />Councilmember Brever stated she attended the August 1, Work session. She thanked the 45 <br />community for the Night to Unite gatherings. 46 <br /> 47 <br />Councilmember Jenson stated he also attended Night to Unite gatherings. 48 <br />55
