<br /> <br />2016 STREET AND UTILITY IMPROVEMENT PROJECT <br />FEASIBILITY REPORT <br />CITY OF ST. ANTHONY VILLAGE <br />WSB PROJECT NO. 2170-13 PAGE 3 <br />2. INTRODUCTION <br />2.1 Authorization <br />On June 23, 2015, the St. Anthony Village City Council authorized the preparation of an <br />engineering Feasibility Report for the 2016 Street and Utility Improvement Project. This <br />project was authorized under City of St. Anthony Village Resolution 15-041. <br />2.2 Scope <br />This project provides for the street and utility reconstruction of Stinson Boulevard NE <br />from 37th Avenue NE to Silver Lane NE for both the Cities of St. Anthony Village and <br />Columbia Heights. The project area also includes the reconstruction of 37th Place NE <br />from 37th Avenue NE to Stinson Boulevard NE within the City of Columbia Heights to <br />include constructing a new cul-de-sac on the west side. Installation of the cul-de-sac will <br />eliminate access to 37th Avenue NE and maintain access to the Unique Thrift Store <br />parking lot. <br /> <br />Additional improvements examined in this report include: <br /> <br />1. Reconstruction of the existing railroad crossing on Stinson Boulevard NE between <br />37th Avenue NE and 37th Place NE. <br />2. Decorative lighting along the east side of Stinson Boulevard NE between 37th Avenue <br />NE and Silver Lane NE. <br />3. Addition of 8' bituminous walk on the west side of Stinson Boulevard NE between <br />37th Place NE and 40th Avenue NE. <br />4. Replacement of existing sidewalk located at Salo Park. <br />5. Anticipate and accommodate future HSIP sidewalk and intersection safety <br />improvements. <br /> <br />In summary, street, sanitary sewer, water main, and storm sewer improvements are all <br />proposed as part of this project. <br />2.3 Data Available <br />Information and materials used in the preparation of this report include the following: <br /> <br /> City of St. Anthony Village Record Drawings & Topographic Maps <br /> City of Columbia Heights Record Drawings & Topographic Maps <br /> Subsurface Exploration <br /> Field observations of area <br /> <br />47
