<br /> <br />2016 STREET AND UTILITY IMPROVEMENT PROJECT <br />FEASIBILITY REPORT <br />CITY OF ST. ANTHONY VILLAGE <br />WSB PROJECT NO. 2170-13 PAGE 6 <br />4. PROPOSED IMPROVEMENTS <br /> <br />4.1 Sanitary Sewer <br /> <br />The existing 8-inch VCP maintained by the City of St. Anthony will be removed and <br />replaced with 8-inch PVC including the replacement of sanitary sewer services and <br />manholes within the project area. <br /> <br />The existing sanitary manholes maintained by the City of Columbia Heights will be <br />removed and replaced with new manhole structures. The existing sanitary mainline and <br />services will remain in place. <br /> <br />The proposed sanitary sewer improvements for the City of St. Anthony Village are shown <br />on Figure 3 in Appendix A. <br /> <br />4.2 Water Main <br /> <br />As stated in the previous section, both the City of St. Anthony Village and Columbia <br />Heights' water main systems are approaching 50 years of service and the possibility for <br />breaks will continue to increase. The proposed water main improvements consist of <br />entirely replacing the existing CIP water mains maintained by the City of St. Anthony <br />and the City of Columbia Heights with new 8-inch ductile iron pipe (DIP). The project <br />will replace existing water services and curb stops to the right-of-way limits. Replacing <br />these pipes will not only reduce the potential for water main breaks, but also improve the <br />delivery of potable water and fire flow volume at reasonable pressure and head loss. <br />Replacement of the service lines may increase the pressure by providing a clean service <br />pipe. <br /> <br />The project will include the installation of new DIP water main valves and fire hydrants. <br /> <br />The proposed water system improvements for the City of St. Anthony Village are shown <br />on Figure 4 in Appendix A. <br /> <br />4.3 Storm Sewer <br /> <br />The proposed storm sewer improvements include replacing the existing storm sewer to <br />improve area drainage and constructing additional catch basins along Stinson Boulevard <br />NE. The proposed storm sewer system is designed to convey the 10-year peak flow rates <br />as required by State Aid standards and the policies identified in the City’s Surface Water <br />Management Plan. The proposed storm sewer improvements will maintain the existing <br />drainage patterns and discharge points to the greatest extent possible. Installation of <br />draintile throughout the project area is also proposed to supplement the proposed storm <br />sewer facilities as the project corridor consists of poorly draining soils. <br /> <br />The proposed storm sewer improvements are shown on Figure 5 in Appendix A. <br /> <br />50
