<br /> <br />2016 STREET AND UTILITY IMPROVEMENT PROJECT <br />FEASIBILITY REPORT <br />CITY OF ST. ANTHONY VILLAGE <br />WSB PROJECT NO. 2170-13 PAGE 7 <br />4.4 Street <br /> <br />Stinson Boulevard NE <br /> <br />Reconstruction of the existing street is intended to improve the design strength of the <br />pavement system and provide a street surface with an extended life for the Cities of St. <br />Anthony Village and Columbia Heights. <br /> <br />Stinson Boulevard NE between 37th Avenue NE and Silver Lane NE has been classified <br />as a state aid collector roadway and will be reconstructed to the following State Aid <br />design standards: <br /> <br /> The street width will be 37-feet (face-to-face of curb) with concrete curb and <br />gutter. <br /> The street section will consist of two 13-foot driving lanes and an 11-foot center <br />turn lane. <br /> The pavement design is: 1 ½ inches of bituminous wearing course, 4 inches of <br />bituminous base course, and 8 inches of Class 5 aggregate base over 18 inches of <br />select granular compacted subgrade. <br /> <br />After the subgrade excavation is completed, a geotextile fabric will be placed to separate <br />the existing underlying soft materials from the granular materials. One foot of select <br />granular material or "sand cushion" will be placed on the geotextile fabric to provide a <br />firm base for the 8 inches of Class 5 aggregate base and 5 ½ inches of bituminous asphalt <br />pavement. <br /> <br />Stinson Boulevard NE is existing concrete pavement. This street will be replaced with <br />bituminous asphalt pavement per City Council Resolution 07-022. The decision was <br />reached following the outcome of the Street Reconstruction Task Force report presented <br />on November 13, 2007. <br /> <br />The proposed typical section is shown on Figure 8 in Appendix A. <br /> <br />HSIP Sidewalk Improvements <br /> <br />A 6-foot-wide concrete walk is anticipated along the east side of Stinson Boulevard NE <br />between 37th Avenue NE and Silver Lane NE. This sidewalk is planned to be constructed <br />as part of the Highway Safety Improvement Program (HISP) project being let under a <br />different and separate project. Those improvements are accommodated with the proposed <br />design. <br /> <br /> <br />51
