City Council Regular Meeting Minutes
September 22, 2015
Page 5

look at development vertically and horizontally through GIS and taxes. The information will be 1
shared with the City and also with the Council. He noted this is a different way to look at 2
development and too many times the City looks at it more linearly and it should be looked at 3
more holistically. When talking about sustainability, it should be looked at through that lens. 4
There was a presentation of Minneapolis/St. Paul Regional Indicators called a dashboard. They 5
selected different things: economy, business vitality, education, infrastructure, environment, and 6
livability. On a number of these things, this region came out quite high on. The region came out 7
lower on diversity and inclusion of education with our population in terms of educating 8
everyone. Comparisons were made to the cities of Atlanta, Austin, Boston, Chicago, Dallas-Fort 9
Worth, Denver, Phoenix, Pittsburgh, Portland, Seattle, and San Francisco, which are similar 10
types of communities. Mayor Faust stated when looking at all indicators, Minneapolis/St. Paul is 11
in the top third of those comparable communities. These communities are considered leaders. 12
This gives a way for businesses to look at the region to see how the area should grow and what 13
needs to be done. In some areas we are low on and we need to pay attention to that. 14
15
Mayor Faust stated on September 15, he attended the tabletop exercise and commended Mr. 16
Casey on the inclusion of all the individuals who were there. In the case of a disaster, a tornado 17
which we have had once, whether it’s a fire, train derailment or whatever the case might be, 18
everyone will need to be involved. He was impressed with the Canadian Pacific’s representative 19
who is the Hazardous Material and Environmental Health and Risk Officer. Mayor Faust stated it 20
gave him an appreciation for the railroad and their ability to work with us should a disaster 21
occur. It was a great first step and there are some questions that need to be answered which will 22
be pursued through the Fire Chief. He stated it was a great exercise conducted and thanked 23
everyone. 24
25
Mayor Faust stated on September 19, he attended the Mississippi Water Management’s Open 26
House for their Storm water Park and Learning Center. The area is 1.3 acres and takes care of 27
water in 1.7 acres. The rain garden will handle 7-8 inches of rain in one day and was put to the 28
test last week. There is also a cistern that sits out in front. Mayor Faust explained it handles a 1-29
inch rainfall and lets it out into the rain garden during the non-rainy times. He stated it is a great 30
Organization and the City of St. Anthony is intrical with them. He stated City Council from St. 31
Anthony, Mpls, Lauderdale, Fridley, Falcon Heights, Columbia Heights, Fridley, State 32
Representatives and State Senators all were present. It was a wonderful opportunity. 33
34
VIII.
