Housing and Redevelopment Authority Meeting Minutes <br />• July 25, 2000 <br />Page 2 <br />A possible condemnation of Herbergers Department Store was discussed, although Mr. Scott <br />Tankenoff noted for the record that Hillcrest Development would rather negotiate with <br />Herbergers and reach a resolution to the lease issue. Hillcrest Development, Mr. Tankenoff <br />specifically noted, would like to work with Herbergers. In other words, if the Council does not <br />approve the condemnation procedures, then the proposed redevelopment would not be able to <br />continue. <br />7 Mr. Tankenoff noted that condemnation is a legal proceeding and is not the preferred choice of <br />8 action by Hillcrest Development. He further stated that Hillcrest has incentive under the TIF <br />9 plan to complete the project as quickly and efficiently as possible. However, Hillcrest needs to <br />10 move forward on the project and would not be willing to wait for Herbergers to make a lease <br />11 decision. <br />12 After inviting additional input from the audience and hearing none, Mayor Cavanaugh closed the <br />13 public hearing at 9:40 p.m. <br />14 Motion by Hodson to table the granting of business subsidy to Hillcrest Development for the <br />15 redevelopment of Apache Plaza and surrounding parcels until August 22, 2000. <br />16 Motion carried unanimously. <br />40 B. Amendment to Tax Increment Financing District #3 - Ramsey County (HRA Resolution <br />18 2000-008). <br />19 Motion by Thuesen to table Resolution 2000-008 until the City Council meeting on August 22, <br />20 2000. <br />21 Motion carried unanimously. <br />22 C. Amendment to the Redevelopment Plan for Area #3 and on the Proposed Tax Increment <br />23 Financing. Plan for Tax Increment Financine District #5 - Ramsey County (HRA <br />24 Resolution 2000-009). <br />25 Motion by Thuesen to table Resolution 2000-009 until the City Council meeting on August 22, <br />26 2000. <br />27 Motion carried unanimously. <br />28 VI. STAFF REPORTS <br />29 Executive Director Michael Mornson noted that all members were scheduled to be in attendance <br />30 at the important August 22, 2000 City Council meeting and H.R.A. meeting. <br />31 Morrison reported that documents would be distributed to the Councilmembers as soon as <br />32 possible prior to the August 22, 2000 meeting for information and review. <br />0 <br />
